| Since the reform and opening up,China’s economy has developed rapidly and created a miracle in the history of world economic development.However,while China’s industry is growing rapidly,it has caused a lot of energy consumption and environmental pollution,which is not conducive to China’s sustainable development.China’s industry urgently needs to speed up transformation and upgrading,so as to improve the quality of economic development and keep good balance between economy and ecological civilization.This requires improving the efficiency of green innovation in industrial enterprises in China.The implementation of good environmental regulations will help improve the efficiency of green innovation in China’s enterprises and promote the green transformation of China’s economy.This paper will focus on China’s industrial enterprises facing a serious development bottleneck,explore their green innovation behavior and green innovation efficiency under environmental regulation.At the same time,we study the influencing factors affecting corporates’ green innovation under environmental regulation.In terms of theory,this paper first clarifies the background and research significance,and introduces the research status at home and abroad.Then we combine the characteristics of different environmental regulation methods on the theoretical basis of predecessors,mainly from the perspective of administrative environmental regulation and market-oriented environmental regulation,establishing an input-output indicator system and an influencing factor indicator system,and add the industrial pollution control investment into the framework of the indicator system of green innovation efficiency.In terms of empirical results,firstly,the provincial panel data of 31 provinces in China from 2011 to 2017 are selected,and the SBM model and the super-efficient SBM model are used for static efficiency analysis,while the Malmquist index and its decomposition terms are used for dynamic efficiency analysis.Besides,we compare static and dynamic efficiency from the time dimension and space.Secondly,from the perspective of projection analysis,we proposed suggestions for improvement of input and output indicators.After that,we conduct convergence analysis for the green innovation efficiency.Thirdly,the Tobit regression model is used to analyze the factors affecting the efficiency of green innovation.Ultimately we found 4 conclusions from the study.First,the overall efficiency of green innovation in various regions of China in 2011-2017 showed an increasing trend.Efficiency in the eastern China is the highest,followed by the western region and the lowest in the central region.The efficiency of green innovation in China is mainly affected by the efficiency of scale.Second,China’s corporate green innovation total factor productivity showed an increasing trend,with an average growth rate of 14.8%.The eastern region has the fastest growth rate,followed by the central region,and the western region has the slowest growth rate.The growth of total factor productivity is mainly due to the technological progress index.Third,the input redundancy rate of the technical transformation funds,the investment in industrial pollution control,and the energy-saving ratio of industrial added value energy consumption of 10,000 yuan are relatively high,and the undesired output redundancy ratio of sulfur dioxide emissions and smoke dust emissions is higher.The environmental problems are still grim.China’s green innovation efficiency has shown a convergence trend.Fourth,market-based environmental regulation,resource endowment,industrial structure,and educational environment have a negative impact on the green innovation efficiency of China’s enterprises.Regional openness and economic development level have a positive impact on the green innovation efficiency,and most of the influencing factors mainly affects the efficiency of green innovation through their effects on scale efficiency.Finally,based on the results of empirical analysis,this survey puts forward corresponding recommendations and suggestions:implement differentiated environmental regulation policies,improve environmental regulation policy system,encourage green innovation of enterprises,and improve regional openness. |
