R&D capability is the core competitiveness of high-tech enterprises,and R&D strategy is an important part of corporate strategy.Scientific and reasonable R&D performance evaluation system can effectively mobilize the enthusiasm of R&D personnel,improve the work efficiency of R&D departments,provide effective guarantee for the company’s strategic landing and promote enterprise development.However,most enterprises in China lack a strategy-oriented R&D performance evaluation mechanism,R&D activities are out of line with strategies,R&D performance is difficult to quantify,and evaluation results are not comparable.Balanced Scorecard,as a strategic management tool,has been applied to the overall performance evaluation of enterprises,but there is little research in the field of R&D performance evaluation.Therefore,this paper applies the Balanced Scorecard to the construction of R&D performance evaluation system of high-tech enterprises,aiming to propose a solution to the difficult problem of R&D performance evaluation.Taking Z high-tech enterprises as the case study object,the paper is based on the strategic perspective,combined with the characteristics of R&D activities of high-tech enterprises,and march the three stages of R&D(investment,process management and results output)with the four dimensions of the Balanced Scorecard,constructing a new theoretical framework.The paper constructs a strategic map through internal and external environment analysis,decomposes the strategic objectives into four dimensions of R&D performance evaluation system,and uses questionnaire interview,expert scoring method and analytic hierarchy process(AHP)to complete the selection of key indicators of R&D performance,weighting assignment and consistency test.After the balanced scorecard completed,it is put into operation,and the application of this system is analyzed.This paper mainly has the following three research conclusions:(1)R&D performance evaluation should be strategy-oriented.The research and development performance evaluation system with a strategic perspective can effectively transform the company’s strategy into specific research and development goals and performance drivers,and provide positive guidance for research and development activities.(2)Because the R&D activities of high-tech enterprises have the characteristic of multiple performance objectives,the R&D performance evaluation system for high-tech enterprises based on the balanced scorecard has effectively balanced the long-term and short-term,internal and external objectives of R&D activities.It emphasizes that the R&D team performance evaluation should take into account the existing value creativity and potential vitality.The application of this management accounting tool is reasonable.(3)The results of R&D performance evaluation are helpful for managers to dynamically evaluate R&D activities and adjust the company strategy in time.This paper suggests that when applying R&D performance evaluation system,enterprises should adjust the balanced scorecard dimension and key performance indicators according to the actual situation,and link the evaluation results with the salary incentive mechanism of R&D personnel and departments,in order to realize a virtuous circle of performance management process.The possible contributions of this paper mainly include the following two points: First,due to the influence of various stakeholders on R&D performance through tax incentives,policy inclinations,environmental regulations,etc.,the internal and external stakeholders such as the government and the public are included in the evaluation system,and the balanced scorecard is theoretically expanded to make it conform to China’s national conditions.Secondly,the author went to the enterprise,obtained the first-hand information through field research,designed the R&D performance evaluation system according to the actual situation of the enterprise,and practically solved the problem for the enterprise,which has certain reference value and reference significance for the design and improvement of the R&D performance evaluation system of Chinese high-tech enterprises.
