The strategic concept of "21st century maritime silk road" has received positive response from countries along the routes,promoted the strategic cooperation between China and countries along the routes,and put forward new requirements for China’s maritime security capability.In order to ensure the steady progress of the strategy,relevant construction needs to be continuously promoted to provide a strong maritime support capacity.Many factors affecting the safety of navigation,navigation environment information resources is the foundation of achieving high level navigation security service,thus building a fully functional,running stability of the Marine silk road navigation environment information resources security system,to fully integrate the relevant maritime information resources,realizing the accommodation of information resources sharing,improve the ability of China’s maritime security is of great significance.Based on the research background and theoretical review,this paper carries out the following research and discussion:(1)Through sorting out relevant literature,this paper analyzes the advantages and disadvantages of maritime security services in China at the present stage,discusses the development history of maritime information resource management and the current situation of maritime information development in China,and expounds the load balance problem and research status in the current maritime space-temporal data processing.This paper points out the main problems existing in the development of maritime informatization and the necessity of constructing the information resource system of maritime silk road navigation environment security.(2)The paper aimed at the key issues in the navigation environment information resources security system-load balancing algorithm of data processing,the research of time and space,put forward the load balance algorithm based on frequent patterns mining STFPM,and designed a validation test,verify the effectiveness of the algorithm,to solve the problem of load balancing problem of space-temporal data processing provides a new thought and method.(3)Aiming at the imperfection of the existing maritime information resource system,this paper studied and designd a set of information resource system structure of navigation environment security of the maritime silk road and the system functional framework of e-navigation navigation security service system.Furthermore,we designed an index system that can objectively and comprehensively reflect the overall operation status of information resource system,we set the maturity judgment level,then qualitatively judged the construction status of the system according to the maturity situation.In addition,we quantitatively judged the perfection degree of the system construction based on the analytic hierarchy process and the fuzzy evaluation method.Finally,qualitative analysis and verification were carried out in Tianjin port eNavigation project.
