Research On The Operation Mode Of The Resource Utilization Of Garden Waste In Karamay Agricultural Development Zone

Faced with the ever-increasing number of garden wastes,simple disposal methods such as incineration and landfill can no longer meet the requirements of sustainable development,and harmless and resource utilization are inevitable.As an important development direction of my country’s ecological recycling agriculture,the utilization of garden waste resources has gained widespread social consensus.After years of exploration and practice,great progress has been made in the resource utilization of garden waste,but its resource utilization effect is not satisfactory.This article believes that the main reason for this situation is the unclear understanding of the participants in the process of garden waste resource utilization,and the lack of a robust and efficient operation mode to drive the development of garden waste resource utilization.Therefore,from the perspective of the participating subjects,this article will study the operation mode of garden waste resource utilization and the problem of interest linkage among the participating subjects,and provide a useful theoretical reference for solving the problem of garden waste disposal and promoting the resource utilization of garden waste.And practical guidance.In this paper,starting from the status quo of the study area,an indicator system for the resource utilization effect of garden wastes is constructed,which is composed of 1 quasi-measurement layer,3 target layers and 9 index layers,and uses a multi-level grey evaluation method for its resource utilization.The effect is evaluated,and it points out the practical dilemmas in the system supply,capital and technology investment,power and responsibility relationship,interest linkage mechanism and social participation in the utilization of garden waste resources in the current research area.Secondly,clarify the responsibilities of the three parties involved in the recycling of garden waste,including the ownership unit,the main body of waste control,the government department and the main body of waste disposal,and the processing enterprise in the recycling of garden waste,and determine the processing enterprise’s responsibility in the recycling of garden waste.Play the role of the core subject of the market mechanism in the utilization.Finally,starting from the collection,processing and consumption links of garden waste resource utilization,the operation mode of “government guidance,enterprise leadership,and active participation of ownership units” was constructed.Then,it stood in a cooperative game.From the perspective,the cost and benefit of each subject before and after participating in the operation mode are analyzed in detail,and then the interest linkage mechanism between the participating subjects is clarified.The study found that the lack of a robust operation mode is the biggest obstacle to the current poor utilization of garden waste resources.The participation of the three main entities of waste production,waste utilization and waste treatment is the key to the utilization of garden waste resources.We must pay attention to the guiding role of the government,the leading role of processing enterprises and the basic role of the ownership unit.At the same time,the pursuit of "benefit maximization" is the common driving force for all participating entities to actively form alliances.Therefore,the establishment of a reasonable and stable interest linkage mechanism is the fundamental internal driving force for the operation of the model.Based on this,based on the development needs of garden waste resource utilization in ecological recycling agriculture,this paper proposes several safeguard measures for the operation of the model,namely: speed up the improvement of system supply;increase capital and technology input;and clarify the relationship between power and responsibility as soon as possible.
