With the rapid development of economy,global warming ecological environment problems such as shortage of resources has become the world’s countries to focus on the problem Enterprises play an important role in the social life practice,on the one hand,enterprises can use the advanced technology in the profit in terms of natural resources,on the one hand,enterprise is the main part of the ecological environment pollution,the irreversible damage to the social environment Corporate environmental social responsibility is the bridge of enterprise and the social harmony,these days,green has become our country the development of the guidance idea and rise to the national strategy In order to protect the ecological environment Improve the utilization rate of resources and implement the concept of sustainable development,under the lead of circular economy,will realize the green economy and green travel of the whole society.Therefore,using circular economy to promote corporate environmental and social responsibility is an important topic.In the 12th Five-Year Plan,China has defined the goal of circular economy development,and the 13th Five-Year Plan has put economic development,ecological and environmental protection on the agenda.Difference in planning has been clear about the our country has entered a new phase of development,open the new journey of all-round construction of socialism modernization country,vigorously promote the development of circular economy,fully implementing circular mode of production,building resources circulation industry system and waste materials recycling system,promote the construction of ecological civilization is of great significance.In this context,using the legal system of circular economy as a means to study how to promote the commitment of corporate environmental social responsibility is of great significance.The Circular Economy Promotion Law of the people’s Republic of China stipulates that the government,enterprises and the public are important subjects in the development of circular economy.Therefore,it needs not only the self-discipline of enterprises,but also the guidance of the government,but also the active participation of the public.Firstly,it discusses the connotation of corporate environmental social responsibility and circular economy,expounds the theoretical basis of corporate environmental social responsibility under circular economy,and explains the relationship between corporate environmental social responsibility and circular economy.Secondly,it makes a detailed classification of the legal system of circular economy to promote corporate environmental social responsibility,deeply analyzes the extended producer responsibility system,corporate environmental information disclosure system,incentive system and supervision system,and expounds the development status of foreign circular economy legal system.Finally,referring to the successful experience of foreign circular economy laws and based on the specific situation of China’s economic development and social operation,this paper puts forward countermeasures and suggestions on the circular economy legal system to promote the environmental social responsibility of enterprises,so as to promote the development of circular economy and implement the commitment of environmental social responsibility of enterprises at the same time.
