Performance Evaluation Study Of Special Funds For Air Pollution Prevention And Control In Province A ——Application Based On Grey Relation Analysis

In order to ensure that we win the battle to defend the blue sky and promote the prevention and control of air pollution as a whole,Province A has formulated the "the nationwide battle to prevent and control pollution（2018-2020）".In 2020,the Development and Reform Commission,the Department of Finance,Ecology and Environment,Natural Resources and other units of A Province will work together to promote the process of air pollution control by carrying out special funds for direct control of air pollution,pilot development experiments of coal-bed methane,and "double substitution" heating.Based on this,this paper evaluates the performance of three projects of air pollution control in Province A from the four aspects of decision-making,process,output and performance,according to the project expenditure performance evaluation index system framework of the ministry of finance "project expenditure performance evaluation management method",combined with the characteristics of air pollution control financial funds,the performance evaluation index system is constructed by combining quantitative and qualitative methods,including 14 secondary and 23 tertiary indicators.Each index weight is determined by analytic hierarchy process,which combines qualitative and quantitative,and uses expert experience to understand the nature and elements of the evaluation problem,which is more qualitative analysis and judgment than the general subjective empowerment method.On this basis,the introduction of gray association analysis method for this evaluation method,the method is suitable for the sample size and law has no special requirements,some of the information is not clear air pollution control fund project performance evaluation,the method to a certain extent is not bound by the number of experts,project data is less constrained,this paper by calculating the gray correlation of each evaluation index of the three projects,according to the gray correlation degree and score of each indicator,the three projects are scored and sorted.It was found that the three projects of air pollution control in Province A lacked performance target management,imperfect project management system and inadequate implementation progress monitoring,And put forward suggestions for deepening performance management awareness,establishing a whole-process budget performance management chain,strengthening performance target management,highlighting application of performance evaluation results,and strengthening monitoring of implementation progress.
