| Strict protection of limited arable land has become the top priority in my country’s current and future national economic and social development.Comprehensively improving the quality of arable land,insisting on consolidating the agricultural foundation,and fully releasing the ecological benefits of arable land are the key links for the effective rural revitalization.Farmers are the direct participants in farmland protection,the main bearer of protection costs,and the biggest beneficiaries of protection effectiveness,studying their willingness and compensation standards for participating in farmland protection ecological compensation is an important content of formulating scientific and reasonable farmland protection ecological compensation policies.In this study,five major agricultural production areas in Changde City were used as the research area,rice farmers were the research object,and the location difference was taken as the starting point to investigate on-site farmers’perceptions of cultivated land ecological protection in different locations(suburbs and outer suburbs);According to the differences in farmers’capital endowment characteristics,individual characteristics,and cognitive characteristics,this study uses a binary Logistics regression model to study the factors affecting farmers’willingness to accept compensation for cultivated land protection in different locations;Based on the CVM conditional value evaluation method and the Heckman two-stage model,it comprehensively analyzes the minimum expectations of farmers’farmland protection ecological compensation level and its influencing factors,and conducts a comparative analysis of the research results of farmers in different locations.The main research conclusions of this study are as follows:(1)Farmers in the survey area have a high level of awareness of cultivated land ecological protection;(2)On the whole,farmers show a strong willingness to be compensated for the ecological compensation of cultivated land protection,94%of the total farmers,95.67%of the suburban farmers and 92.33%of the outer suburban farmers expressed their willingness to be compensated for the ecological compensation of cultivated land protection,the willingness of farmers in the suburbs is higher than that in the outer suburbs;(3)There are differences in the willingness and level of farmers’ecological compensation for cultivated land protection in different areas,among them,the proportion of non-agricultural income,education level,gender and awareness of ecological service function have a positive impact on suburban farmers’willingness to be compensated,however,the willingness of farmers in the outer suburbs is negatively affected by the quality of cultivated land,and positively affected by the education level,the quality of cultivated land,the trust of relatives and neighbors,gender,the recognition of ecological service function and the understanding of cultivated land protection policy;the compensation level of suburban farmers is negatively affected by the education level,the convenience of private loans,the trust of village cadres and other factors,and positively affected by the scale of cultivated land,gender,the awareness of ecological service function,the understanding of cultivated land protection policy and the psychological expectation of cultivated land ecological environment improvement,however,the compensation level of outer suburban farmers is negatively affected by the proportion of non-agricultural income,the proportion of family labor force,the degree of trust of village cadres,gender and other factors,and positively affected by the annual family income,participation in public affairs activities,awareness of ecological service function and understanding of cultivated land protection policy;(4)The reference value of the lower limit of the ecological compensation standard for farmland protection of farmers are that the total number of farmers is4,576.50 yuan per hm~2per year,the farmers in the suburbs is 4,623.00 yuan per hm~2per year and the farmers in outer suburbs is 4,569.00 yuan per hm~2per year,the order of the ecological compensation standard for farmland protection of farmers is the suburban sample>the overall sample>the outer suburban sample.Therefore,we should improve the ecological compensation policy in the main agricultural production areas.We should focus on improving the awareness of farmers,establish effective incentives,social supervision and evaluation feedback mechanisms,and fully respect the willingness of farmers to receive compensation in the policy design process,and formulate differentiated farmland protection.Eco-compensation policies,actively improve the information disclosure system,strengthen farmers’confidence and understanding of the policy,and at the same time expand multiple financing channels,improve the operational effects of policy mechanisms,etc.so as to ensure the effectiveness and sustainability of the implementation of ecological compensation policies for farmland protection. |
