Zhejiang is the birthplace and practice place of the "two-mountain theory".Now "green" has become the most beautiful color in Zhejiang.A strong province with ecological civilization has become a golden name card for Zhejiang.The construction of Zhejiang’s ecological civilization has entered a new historical position.New trends and new characteristics are shown in the aspects of ecological environment governance and system and mechanism innovation.However,there are still problems such as imperfect cross-regional coordination mechanisms and accountability systems,and lagging governance in some regions.To a certain extent,it restricts the progress of green development.This article takes the three main urban agglomerations in Zhejiang(the city agglomeration around Hangzhou Bay,the coastal urban agglomeration of Wentai and the urban agglomeration in central Zhejiang)as the research objects.Relying on 41counties(cities)included in the three major urban agglomerations.Take the county panel data from 2000 to 2019 as a sample.The method of combining super-efficiency SBM model and window analysis is used to measure the efficiency of green development.Use spatial measurement methods and Dagum Gini coefficient to study the spatial characteristics and regional differences of green development efficiency.Use the panel fixed effect model to study the factors that affect the efficiency of green development.Finally,according to the differential GMM model,the impact of green development efficiency on high-quality development is explored.The result is as follows.(1)The overall green development efficiency of the three major urban agglomerations has slowly increased in fluctuations over the past 20 years in Zhejiang.(2)The distribution of efficiency values has gradually changed from a situation of "high in the north and low in the south" to a "relatively common and coordinated" development in various regions.The green development efficiency of the three major urban agglomerations is spatially agglomerated,and the links between regions are gradually becoming closer.However,the distribution of efficiency in the "highlands" and "low valleys" areas is unstable.(3)From 2000-2019,the average green development efficiency of city group around Hangzhou Bay is the highest,and it maintains a stable and high-level development.The central Zhejiang urban agglomeration comes next,but the development within the cluster is not stable enough.The Wentai coastal city cluster is the lowest,but the efficiency increase is the largest.(4)The industrial structure and total industrial output value inhibit the overall green development efficiency of the three major urban agglomerations in Zhejiang.Population density,annual electricity consumption,per capita GDP,total social fixed asset investment,local fiscal expenditures,and per capita actual use of foreign capital have a positive effect on the overall green development efficiency.However,from the perspective of urban agglomerations,population density will inhibit the green development of urban agglomerations in central Zhejiang.The annual electricity consumption will restrain the green development efficiency of the city clusters around Hangzhou Bay and Central Zhejiang.That is,the impact of population density and annual electricity consumption on the green development efficiency of urban agglomerations is heterogeneous.(5)The efficiency of green development has a significant effect on the overall high-quality development of the three major urban agglomerations.It also has a certain degree of promotion for the coastal urban agglomerations in Wentai and the central Zhejiang.There is an insignificant inhibitory effect on the urban agglomeration around Hangzhou Bay.
