Policy innovation diffusion focuses on the dynamic process of the spread of innovation among governments,and explores the law of government innovation.In China,although the time for the rise of this research is short,it seems to have become one of the research directions that scholars focus on.The research focuses on the municipal solid waste classification system,combined with the event history analysis method,and intends to explore the characteristics of the system’s innovation and diffusion at the prefecture-level city level.This article summarizes the theoretical results of policy innovation diffusion in Western countries.Based on the background of my country’s system,the article constructs an analysis framework for the diffusion of innovation in this system with the observation period from2000 to 2018 as the research period,and uses the method of event history analysis to explore the key factors affecting the diffusion of policies.The research believes that external institutional factors,urban endogenous factors,and local governor factors will play an important role in the process of innovation diffusion as the key factors affecting the adoption of local government innovation.Studies have shown that the innovation diffusion of this system is manifested as an "S" type diffusion at the time level.At the spatial level,it shows a state of spreading from the east to the middle and the west.The types of mechanisms shown by innovation diffusion are learning,competition,imitation,and coercion.The analysis of the event history shows that,among the external system factors,the assumptions set based on the “ central policy influence”,“provincial policy influence”,and “policy influence of other cities in the province ” have all been proved;Among the urban endogenous factors,the related assumptions of “population” and “urban administrative level” are not supported,while the analysis results of the variables of “local economic development level” and “fiscal dependence” are both shown to be relevant;Among the variables of local chief officials,the analysis results of "Municipal Party Secretary/Mayor’s Term" and "Municipal Party Secretary/Mayor Major" have no significant influence on the willingness to innovate;The analysis results of the variable "Municipal Party Secretary/Mayor Retirement Pressure" show that the effect of retirement pressure on the innovation ability of the Municipal Party Secretary and the Mayor is inconsistent: The retirement pressure of the municipal party committee secretary is negatively correlated with local government innovation.The mayor’s retirement pressure is not related to local government innovation.The results of the variable analysis of "Municipal Party Secretary/Mayor’s Educational Background" show that the higher a leader’s educational background,the more likely he is to innovate the municipal solid waste classification system.
