Resource and environmental constraints are becoming tighter,and the growth of traditional input factors is slowing down,prompting enterprises to carry out technological innovation and turn to environmentally friendly transformation.With the continuous development of science and technology and the transformation and upgrading of economic structure,high-tech industry represents the frontier industry of science and technology and has become the strategic highland of global competition.By promoting the rational agglomeration of high-tech industries in space,the level of regional green innovation can be improved.Under the general trend of strengthening ecological and environmental protection,green innovation is the focus of balancing economic growth and environmental protection.Green innovation efficiency can reflect in the process of innovation activities,the use of minimum resources to bring maximum output results and reduce environmental pollution.Therefore,it is of great value to study the effects of high-tech industrial agglomeration,environmental regulation and their interaction on green innovation efficiency in China.Firstly,according to the input variables(R&D expenditure,full-time equivalent of R&D personnel and power consumption)and output variables(sales revenue of new products,number of patents granted and carbon emissions of industrial enterprises),the green innovation efficiency of 30 provinces in China is estimated by using the unexpected SBM model.Then,the agglomeration degree of high-tech industry in 30 provinces of China is calculated by using location entropy.Finally,a panel model is constructed to study the effects of agglomeration degree of high-tech industry,environmental regulation and their interaction terms on green innovation efficiency by using the method of generalized moment estimation.This paper finds that :(1)there is a long-term imbalance in green innovation efficiency in China.The Yangtze river delta and the beijing-tianjin-hebei region have relatively high green innovation efficiency.In recent years,the green innovation efficiency in chongqing and sichuan has increased,but the green innovation efficiency in other regions is still at a low level.(2)The first-order lag term of green innovation efficiency has a significant positive impact on it,indicating that green innovation is dynamic.(3)The agglomeration degree of high-tech industries has a u-shaped effect on the efficiency of green innovation.(4)Environmental regulation has a positive effect on green innovation efficiency at the significance level of 5%.(5)In the dynamic panel model,the interaction term between the agglomeration degree of hightech industry and environmental regulation is included as a moderator,and the environmental regulation has a positive moderating effect on the dependent variable.It shows that the higher the level of environmental regulation,the higher the agglomeration effect of high-tech industry can improve the efficiency of green innovation.To sum up,based on the agglomeration of hightech industries and the role of its and environmental regulation on green innovation efficiency,this paper provides corresponding suggestions from the perspectives of playing the functional role of government,strengthening the cooperation between enterprises and scientific research institutions,breaking regional boundaries,promoting differentiated industrial agglomeration and guiding the differentiation of enterprises’ green research.
