With the continuous deepening of reform and opening up,China’s economy has taken off,but at the same time it has inevitably brought environmental pollution.Environmental pollution not only has a serious impact on the lives and health of residents,but also greatly disrupts the balance of the ecosystem.To this end,the government has issued a series of environmental policies to curb the further deterioration of the environment.As an important tool for the government to manage the environment,environmental policy plays an important role in realizing green ecology and environmental protection.,The implementation of environmental policies also plays an important role in the innovation ability of enterprises.Innovation is the fundamental way to solve the problem of environmental pollution,to achieve a breakthrough in the source of pollution through technological innovation.For companies,under the dual pressures of environmental policies and innovation costs,can the quality of environmental policies really promote corporate innovation? Then the study of the relationship between the excellence of environmental policies and enterprise innovation can provide certain program support for the introduction of government environmental policies.This article mainly conducts empirical research through two aspects of policy quantification and regression modeling.This paper first uses the PMC index model to evaluate the excellence of 1,376 environmental policies in 31 provinces in my country from2013 to 2019,and finds out the current weaknesses in environmental policies,and discusses the key points and policy trends of environmental policies.Secondly,using the panel fixed effects model,taking the degree of environmental policy excellence as an explanatory variable,modeling the innovation level of regional enterprises,and analyzing the innovation effect of the degree of environmental policy excellence.Third,this article divides environmental policies into three types of environmental policies: command-and-control,market-incentive,and public participation,and studies the heterogeneous results of the innovative effects of different types of environmental policies.Finally,this article tests the robustness of the regression model by transforming regional enterprise innovation indicators.The research results show that most of the environmental policy evaluation results are "good",and most environmental policies are within the acceptable range.However,some environmental policies have certain weaknesses in terms of policy effectiveness,policy perspectives,policy functions,governance methods,etc.This requires policy-making departments to further strengthen and improve;the number of environmental policies issued and the goodness of environmental policies have shown an increase over time Trends,the number of environmental policies introduced is "more in the east and less in the west".The goodness of environmental policies has produced obvious "bumps" after the party’s 18 th and19th National Congresses;the degree of goodness of environmental policies is important for regional enterprise innovation There is a significant positive impact on the level.The superiority of command-and-control and market-incentive environmental policies has a significant positive impact on the innovation level of regional enterprises,while the superiority of the public participation environmental policy has a positive effect on the innovation level of regional enterprises.The impact is not significant.The research contributions of this paper are as follows: First,the PMC index model is used to quantify the excellence of environmental policies.From the perspective of policy quantitative evaluation,the establishment of an environmental policy PMC index model focuses on evaluating the goodness of environmental policy texts,making environmental policy evaluation more objective and effective,and expanding and enriching research on the effectiveness of environmental policies.Second,it enriches the related research on the "Porter Hypothesis" theory.From the theoretical point of view of the "Porter Hypothesis",the "Porter Hypothesis" has not yet formed a unified conclusion in our country,and there are few literatures on the relationship between the excellence of environmental policies and the innovation level of regional enterprises.This study is based on the environmental policy PMC index formed by the quantification of environmental policy texts,taking into account the heterogeneity of environmental policies,and in-depth study of the impact of the excellence of different types of environmental policies on corporate innovation,enriching and supplementing the relevant research on the "Porter Hypothesis" theory.
