A Case Study On The Woweimingtian Non-governmental Organization Participate In Garbage Classification Management Of M Community In Chengdu

In recent years,with the rapid economic development of Chengdu,the permanent population of this city has exceeded over 16 million.Meanwhile,The output of urban household garbage has risen sharply,which makes increasingly great pressure on garbage disposal.However,if garbage can be classified,reduced and recycled in advance before disposal process,the pressure will be greatly reduced at back-end,and the resource utilization rate will be well improved.Community is known as a key source of urban household garbage production.However,the popularization of garbage classification at Chengdu community is barely satisfactory,with several problems remain to solve,such as the implementation of policies is inadequate,project are understaffed and underfunded,employees lack professional competence,supervision and management are not strict.Contrarily,the non-governmental organizations can make full use of their own advantages,by organizing corresponding social work practices in the community,providing strongly support for the community governance,make up for the common sense of community garbage classification management.Therefore,non-governmental organizations has been wildly accepted to participate in garbage classification,so the efficiency of their cooperation is crucial to garbage classification implement.Based on a large number of domestic and foreign literature studies,this study takes collaborative governance and social behavior as the theoretical basis,described related concepts and theories,combined with a three-month professional internship,and conducted questionnaire surveys and semi-structured interview among residents at M community.Analysing and studying the actual cases of WOWEIMINGTIAN’s（non-governmental organization,Chengdu）participation in M community garbage classification,describing the whole process,and concluding four key factors of this collaboration: political environment,social public environment,community infrastructure,enthusiasm of community resident’s participation.Concequently,to enhance the efficiency,several recommended measures are revealed: perfecting policies and regulations,ensuring implement,strengthening publicity and education,improving environmental consciousness of public,promoting the benign development of non-governmental organizations,and promoting the independent participation of residents.It not only makes up for the deficiency of community participation in collaborative governance in practice,but also provides reference for other similar cities and communities to better execute garbage classification work.The conclusion of this study is: cooperating with non-governmental organizations is an effective way for government to implement garbage classification in urban area.And only the non-governmental organizations play their strengths fully,can make up the authority’s deficiencies,then carry out the garbage classification policy.Eventually,promote community residents to self-participate＆self-manage,to ensure the policy implemented persistently.
