Under the background of energy revolution and rapid development of energy Internet in power industry proposed by General Secretary Xi,China’s power system reform has entered the deep water area,and the reform of transmission and distribution price has achieved remarkable results.However,the approved transmission and distribution price in the published provinces is a simple power price structure with voltage division and other levels.There is a low level of basic power price formulation,without considering load factor and capacity On the basis of the existing transmission and distribution assets,how to fully tap the internal potential,improve the utilization rate of resources,reduce the cost of electricity price,and reasonably formulate the transmission and distribution electricity price on the premise of improving the economic interests of power grid enterprises,so that the transmission and distribution cost can be shared fairly among different types of users has become an urgent concern of the government and power grid enterprises Problems to be solved.Load rate electricity price is the key point of the problem.Based on the theory of transmission and distribution pricing and cost allocation method,this paper focuses on solving the problem of reasonable allocation of capacity cost in basic electricity price and electricity price,constructs the capacity cost allocation model based on the Bay curve piecewise regression line method,and on this basis,constructs a two-part transmission and distribution pricing method,and uses a province The main contents of this paper are as follows:(1)This paper constructs a capacity cost allocation model based on the Bay curve piecewise regression line method,which solves the problem that the capacity cost can not be directly allocated in different load rate grades and different electricity prices.(2)Through the empirical analysis,a large number of data are clustered and filed according to the load characteristics by collecting the power load data of large industrial users in a province.Two capacity cost sharing models are used to calculate and compare the sharing proportion coefficient of capacity cost in the basic electricity price and electricity price.The two-part transmission and distribution pricing method is used to calculate the transmission and distribution price and compare it with the implementation price The analysis proves its effectiveness and feasibility.(3)A transmission and distribution price adjustment mechanism system is established,which takes the annual evaluation and adjustment mechanism,the annual transmission and distribution price adjustment mechanism as the main body,the special transmission and distribution balance account as the auxiliary transmission and distribution adjustment mechanism,and the transmission and distribution price supervision information disclosure mechanism,which plays a supervisory role,to make the transmission and distribution price more normative,transparent and systematic.The key research results of this paper are the capacity cost allocation model based on the Bay curve and pieeewise regression line method and the pricing method of two-part transmission and distribution price based on it,hoping to provide some reference for the formulation of two-part transmission and distribution price considering the load factor.
