As one of the directions to transform the energy structure,photovoltaic power generation has been developing vigorously in China and even the world in recent years with its advantages of high efficiency,clean and sustainable.In order to encourage and support the development of the photovoltaic industry,Chinese government invest a lot of subsidies in the early stage,and China,s photovoltaic power generation capacity began to grow rapidly with the support of the policy.By the end of 2017,China,s PV capacity has exceeded 130 GW,ranking first of the world for five consecutive years.But the over-rapid growth of installed capacity leads to intensified pressure of national financial subsidy.In order to promote the development of the photovoltaic industry healthily and sustainably and realize market competition as soon as possible,China,s development and reform commission issued the“531 Policy” on May 31,2018,which accelerated the decline of subsidies and forced the era of parity to come earlier.2019 is the first year of PV parity in China.Facing the post-subsidy era,whoever can control the investment cost effectively will have the core competitiveness.How to manage the cost of photovoltaic project systematically is worth to be considered by the whole industry.This paper is based on the research and analysis of the construction cost of several completed photovoltaic projects of TW company,aiming to discover the defects through a comprehensive analysis of their cost structure,characteristics and cost management status.Furthermore,cost management theory is applied to redesign the cost management system of TW company,considering the particularity of photovoltaic project.First of all,through studying the project cost management literatures,summarizing the current research status of domestic and foreign scholars to the project cost management,combing theory and method,and put forward four major theoretical basis.Including the whole process cost management,dynamic cost management,value chain analysis and exceptional management,respectively from the research of project cost management system,method,model and photovoltaic project cost management.Secondly,the development process,industry chain,subsidy status and cost trend of photovoltaic industry were sorted out,and the cost control objectives were clarified.Besides,the materials,equipment,system composition and the whole construction process involved in the photovoltaic project were familiarized to understand the key point of cost control.Then,TW company in the new energy sector of the top 3 A-share photovoltaic enterprises is selected as the case study object.The basic situation of TW company,cost structure,characteristics and management difficulties of PV project are introduced in detail.Then,the current situation of cost management in each stage of TW company is sorted out from the whole process of the PV project,and its cost management defects were found and analyzed.Then,aiming these defects and combining theories,methods of cost management,a,PV project cost management system including basic system,execution system and support system was designed to improve the current situation of cost management and shape the core competitiveness of the company.This system takes the execution system as the center,using the value chain analysis thought and whole process dynamic cost management thought,carries on the value chain transformation,respectively from the process level and realizes the whole process dynamic cost management before,during and after from the operation level.And introducing the exceptional management based on the particularity of PV project.In addition,the basic system and supporting system respectively provide institutional guarantee and information support for the execution system from the two aspects.Including organizational structure,performance mechanism design and the construction of information,data system.Finally,the paper is summarized comprehensively,the research con-tents are reviewed,the conclusions are drawn,and shortcomings of this paper and the future research directions are pointed out.The main contributions of this paper are reflected in the following four aspects:The research object was identified as the PV enterprise.In the past,scholars,research on project cost management mainly focused on traditional construction industry,but the cost management of PV project is not systematic.In the rapid decline of subsidies,this paper construct the cost management system of PV project.Then,thinking from process level.Most of the conventional project coat management focuses on the specific work flow,lacking the consideration of the relationship between activities,thus ignoring the reduction of efficiency and invisible cost.Meanwhile,the particularity of PV project is considered and controlled separately.This paper introduces exceptional management to avoid special cost out of control.In addition,the cost management system is designed based on the generality of PV projects,which has a certain universality.Enterprises in PV industry can be used as a reference for self-improvement,in order to enhance the cost management ability,establish competitive advantage.As we know,the cancel of subsidies is an inevitable result.The key lies in timing and speed of the withdrawal.PV cost management system provide a way to reduce non-technical costs,and policy makers can consider the impact of this part as one of the factors when making decision.With the progress of technology and the industry,s attention to the cost management of PV projects,as well as the improvement of theory and practice,the government subsidies can be canceled smoothly.Then the PV industry will get rid of subsidies and move to a new height.
