Research On Information Supervision Of Electric Power Industry Under The Environment Of Transmission And Distribution Reform

In 2015,the Party Central Committee and the State Council issued the guidance document "Several Opinions on Further Deepening the Reform of the Electric Power System"(Zhongfa[2015]No.9),which clarified the objectives of the reform of the marketization of electric power.Structure,continue to deepen the study of regional power grid construction and transmission and distribution systems suitable for China’s national conditions,propose innovative regulatory measures and means,effectively carry out power trading,dispatching,power supply services and safety supervision,strengthen fair access to the power grid,grid investment behavior,cost Investment operation efficiency supervision.Under the guidance of the power market reform ideas,the "transmission and distribution" field represented by"control the middle" has become the core of the power industry supervision.Regulatory agencies have issued documents to regulate the supervision of the power transmission and distribution industry.In the latest "Provincial Power Grid Transmission and Distribution Price Pricing Measures" issued in February 2020,it is clearly pointed out that grid companies need to report and disclose information such as assets,expenses,income,load,and electricity in a timely manner.It can be found that under the regulatory environment of the government,information supervision has become an important direction of power industry supervision under the current reform situation.As a monopolistic government strengthening supervision field,information supervision in the field of power transmission and distribution constitutes the main content of information supervision in the power industry and plays an important role in achieving the goals of power industry supervision.China’s current industry information supervision system is still not perfect,and there are problems such as unstandardized systems and insufficient implementation.Under the new requirements of industry supervision information in the environment of power transmission and distribution reform,the information supervision system has realistic requirements.On the one hand,from a regulatory point of view,it is the key to the success of the reform to reasonably verify the assets of power grid companies and determine fair transmission and distribution prices.Due to the huge sunk capital investment in the construction of power grid companies,power grid companies have a natural monopoly nature,and government supervision will certainly face the problem of information asymmetry.Relying on the practical experience of the long-term development of the economy and society,establishing a scientific and reasonable system,clarifying the content and methods of the information supervision of power grid companies,can solve the problem of information asymmetry faced in the reform of transmission and distribution to the greatest extent.On the other hand,the increase in the degree of marketization has awakened the public’s awareness of rights.The public’s increasing demand for access to grid enterprise information and fulfillment of supervisory responsibilities has also put forward new requirements for the development of the grid industry information supervision system.It is of great practical significance to construct a reasonable and effective power grid enterprise information supervision system to meet the supervision needs of the public.This paper discusses the market failure of the transmission and distribution industry through theoretical analysis of regulatory economics,summarizes the significance of the transmission and distribution industry regulation system and the information regulation system to the transmission and distribution regulation,and systematically sorts out the theoretical research and related domestic and foreign information regulation systems Practical experience,analyzes the successful experience of typical power market countries in the fields of content,process,method.division of responsibilities and obligations in the process of information supervision system construction,focusing on the current incomplete index system and process in the information supervision of China’s power industry The problems of clarity and lack of systematic execution plan,etc.,use the game theory model theory to analyze the necessity of regulators to construct information supervision system and the main content that information supervision system should include.On this basis,taking the information supervision of the power grid and transmission and distribution industries as the starting point,combined with the actual situation of China’s power grid enterprises and the electricity market,a theoretical analysis has been made on the specific contents and process methods of the information supervision of the power grid industry in China.According to regulatory needs,the information of power grid enterprises is divided into three dimensions related to financial status,operating status,and social responsibility,and a relatively complete regulatory information index database is established.This article starts from the five characteristics of information,based on the essential characteristics of different information,distinguishes the information as basic information,analyzes information,supplements information and predicts information,and proposes and explains the implementation of the regulatory system from a theoretical perspective based on this kind of information property classification method The specific form,process,and consideration of confidentiality have formed a complete information supervision system,which is highly operable.In order to verify the effectiveness of the system,this paper constructs the effectiveness evaluation model of the power industry information supervision system based on fuzzy comprehensive evaluation theory from two dimensions of system design effectiveness and execution effectiveness,and conducts a verification analysis.The main innovations of this article are:(1)A theoretical system of information supervision and management system in China’s power industry that includes content and implementation methods is established from a theoretical point of view,which establishes system specifications for the
