| With the development of urbanization,the number of motor vehicles and the load of urban traffic are increasing greatly.Therefore,the management of vehicle violation is becoming more and more difficult and important.The successful completion of the first phase of the "Golden Shield Project" which is initiated by China’s Public Security Organ in 2003 marks that China’s police system has entered the era of intelligent management."Vehicle violation detection system in the construction of intelligent police" is one of the key projects implemented and improved by China’s traffic management departments.A vehicle violation detection system is designed and implemented based on video image processing in this dissertation.Main works are stated as follow:1.Hardware design and implementation.The network module is designed,realized and the fitting cameras are selected and the stationing of camera is designed and realized.The primary streets and key sites of all villages and towns in Anyang County are covered in the "Tianyan project" system.The video image performance and cost are considered.ds-2cd2t25 xyzuv camera is selected,and more than 1500 points are distributed in the system.The light leakage detection module of the camera is designed and implemented.The problem of camera light leakage caused by human or objective factors will seriously affect the video quality.LGJC013 is employed to quickly detect and determine the position of the light leakage camera.An alarm and report of repair and maintenance are given timely in order to ensure the normal operation of the video system.2.Software design and implementation.The video image processing are realized.The vehicle image is located by u-net network,and the point to line function is used to correct the license plate.The license plate recognition is realized by CNN network.Then,the gray level and threshold are used to recognize the illegal yellow line and illegal parking.The correct identification rate reached 89.9% and 92.6%,which met the needs of the township.3.The test of the realization system is implemented.The results show that the system meets the requirements of Anyang "Tianyan project" and the functions and performances proposed by the project.The system can meet the requirements of realtime monitoring of "Tianyan project" of the public security organ,with strong feasibility and practicability. |
