Water is the fountain of life in the world,the key of production or life and the basic of sustainable development.In these years,the investment in water conservancy continues to increase.Although the intensity of supervision has increased a lot compared to the original,water conservancy safety accidents have not been clearly and effectively controlled,and the pressure on water conservancy safety production supervision is still very large.The state and the water conservancy industry have drew up hundreds of laws and regulations on work safety,and through the implementation of water conservancy work safety standardization to improve the intrinsic security capability of enterprises.However,under the general tone of the reform of management and service,it is still difficult to change the contradiction between the weak grass-roots water conservancy safety administration and the numerous projects of irrigation works and the uneven construction security situation.How to scientifically and simply solve the trouble with so many local projects of irrigation works It is an urgent issue to evaluate the construction safety risk and implement hierarchical supervision.This paper analyzes the domestic and oversea development status of risk management theory all-around and its submission within irrigation works projects security administration,sums up project danger and danger administration,irrigation works projects construction security risk administration,identifies the hazard sources on the construction site,and attempts to establish the working condition security analysis system which is incorporated into the factor of security standardization grade of construction enterprises as a single endangerment evaluation means.Through the analysis of wrecks,the paper determines that the main influencing factors of irrigation works projects security danger are human,material,management and environmental factors,which are hierarchically decomposed into 16 safety risk evaluation indexes,and on this basis,constructs the irrigation works project construction security danger estimation clue system.Considering the practical application,through comparison and selection,the selection order relationship analysis means works out the importance of every evaluation exponent,and combines the membership degree matrix to form a fuzzy overall model for assessing security hazards,which is applied to a sluice project.Through calculation and analysis,it is indicated that the management factor B3 has the biggest collision on the construction safety of the sluice project,and the second level indicators have the greatest impact in turn on the draft and performance of safety technical measures,the professional technical level and security administration ability of the main management employee of the construction project section,and the foundation and fulfillment of security management system,which are basically the same as the specific situation of the project;the risk of the project is relatively high.There are general risks and it is not needed for key supervision.However,there is still latitude for upgrade also can be found in the security management of the project,and suggestions on risk control measures are put forward.The problems that studied in this article maybe offer a reference for the security analysis of the construction of local water conservancy projects.At the same time,it is also very important for the rational use of supervision forces to effectively supervise the safety of local water conservancy projects.
