Rural roads are an important part of China’s road network.At the beginning of 2020,the mileage of rural roads in Hunan Province reached more than 200,000 kilometers.With the gradual improvement of the construction of the road network,the focus of the road management department is gradually shifting towards the maintenance and improvement of the existing road network.Therefore,the construction of a rural road maintenance management system is not only an important means to improve the efficiency and level of rural road maintenance management,but also an important guarantee to support the national poverty alleviation strategy and rural revitalization strategy.This article takes the rural road of Hunan Province as the research object,based on the design of a maintenance management system of cement concrete pavement of rural roads,the maintenance forecasting function and maintenance decision-making function of the system were studied in detail.The main work and conclusions are as follows:(1)Through the analysis of the needs of the current maintenance work and the business logic of maintenance work of rural roads in Hunan Province,the overall system framework with data center,road condition assessment,maintenance decision-making,daily maintenance and maintenance assessment functions as the core,and three levels of provincial,city and county platforms as the leading role has been established.(2)A pavement performance prediction model suitable for the characteristics of rural road conditions is proposed and verified by example calculation.The result shows:This model can effectively predict the performance of pavement,and compared with the traditional prediction model,the error is smaller,the accuracy is higher and the adaptability is better.(3)Select PCI,time to be repaired,RQI,road age and road grade as the influencing factors of pavement maintenance decision.Apply curve fitting method to classify the time to be repaired,road age and road into three indicators of WT,RY and RL,make it consistent with the range of values of PCI and RQI indicators,and assign five indicators through AHP right.(4)Based on five indicators such as PCI and WT,a rural road maintenance network-level decision-making model is established.The model combines matter element analysis and multi-objective linear 0-1 programming to connect the two processes of road surface performance prediction and maintenance road priority ranking.It can reduce the arbitrariness of human decision-making and maximize the comprehensive benefit of maintenance.(5)Through an example analysis of the county-level system of Linli County,various functions of the system were demonstrated.By applying the core function of the system-the maintenance decision management function,the maintenance priority of the maintenance decision project is determined,and the maximum benefit obtained is calculated,and verified the scientific and feasibility of the system.
