High-speed rail is representative of China’s high-end manufacturing industry.China has the world’s leading high-speed railways and a sound technical system for high-speed railways.On August 1,2008,the Beijing-Tianjin Intercity Railway was officially put into operation,marking China’s official entry into the "high-speed railway era".By the end of 2020,China has built 39,000 kilometers of high-speed railways,ranking first in the world.The opening of high-speed railway not only improves the traffic capacity,but also improves the efficiency of travel.At the same time,it also promotes the flow of capital,human resources,technology and factors of production.At present,China is in the transition period of high-quality development.High-speed railway "going out" is to inject new vitality into the world economy,and is also the meaning of high-quality joint construction One Belt And One Road.This not only promotes its own development,but also promotes the development and progress of the world’s railways.The One Belt And One Road Initiative provides an unprecedented historical opportunity for cooperation between China and countries along the Belt and Road.China’s assistance to the construction of high-speed railways in these countries can enhance the competitiveness and technological base of all parties,and contribute to the realization of an international economic mechanism featuring equality,mutual benefit and sustainable development.On the basis of previous theoretical research on industrial upgrading,this paper analyzes the influence of China’s high-speed railway construction on the optimization and upgrading of industrial structure of countries along the One Belt And One Road.The research sample selected in this paper is the data of 49 countries along the One Belt and One Road from 2005 to 2018.The industrial structure intensity and non-agricultural employment density are selected as explained variables,while the export of business services,urbanization level,industrialization level and R&D expenditure are selected as control variables.Combined with the difference in difference method,this paper empirically tests the impact of high-speed railway construction on the optimization and upgrading of industrial structure of countries along the One Belt and One Road.On the whole,the aid construction of high-speed railway has promoted the optimization and upgrading of industrial structure in countries along the One Belt and One Road.Subsequently,a counterfactual test was conducted to advance the construction time of high-speed railway by 1,3 and 5 years,and the results showed that there was still a significant impact on the construction time of high-speed railway in advance by 1 year,while the results in advance by 3 or 5 years were not as significant as that in advance by 1 year.In addition,considering the different basis of economic development,the developed countries in the sample were eliminated and the regression was conducted for the remaining developing countries.The results show that the influence of high-speed railway assistance construction is still significant and does not change with the change of the sample.At the same time,this paper conducts a heterogeneity test by intercontinental,and the results show that the high-speed rail aid construction has a significant impact on the industrial structure and the density of non-agricultural employment in Asian countries,but not so significant on Europe.Finally,considering the different economic basis and social conditions,the sample countries are divided into developed countries and developing countries,and the heterogeneity test is conducted.The results show that the high-speed railway aid construction has a significant impact on the developing countries,while the impact on the developed countries is not significant.Finally,according to the above empirical test results of countries along the "area" in China are put forward the development direction of high-speed rail aid construction,as well as through the international direct investment to relevant countries make comparative analysis on effect of industrial structure,find out the difference,put forward the proposal,provide some ideas for further development,so as to promote the regional harmonious development and promote upgrading of the industrial structure.
