| In recent years,the aviation business volume of HW Airport has grown rapidly.The average annual growth rate of the airport’s passenger throughput exceeded the national average by 5.6 percentage points,and the average annual growth rate of cargo throughput exceeded the national average by 5.8 percentage points.Since the13 th Five-Year Plan,the growth rate of passenger throughput has increased to23.7%,much higher than the national average.Currently,HW airport has a designed throughput of 4 million and is a joint military and civilian airport.The existing conditions can no longer meet the needs of future development,it is planned to move during the 14 th Five-Year Plan period.At that time,a new smart airport will be born.In the future,when the new airport becomes intelligent,the security work process and working mode will undergo major adjustments,self-service security and intelligent security equipment will be widely used,and the amount of labor will be significantly reduced.Several pilot airports across the country have tried out new technologies such as face recognition,paperless customs clearance,millimeter wave gate and CT security inspection machine on a small scale,and achieved good results in improving work efficiency and security level and reducing labor.However,no in-depth research has been done on the specific configuration of personnel,and a complete and standardized process design and labor quota and staffing standards have not yet been formed.In the process of transformation and upgrading,how to establish an optimized process to adapt to the application of new technology,reduce costs and improve efficiency has become the focus of this paper.This paper focuses on the optimization of passenger security check process.First of all,in this paper,using the theory of value chain for HW airport passenger screening process were analyzed,and identify the key activities in the process and the redundancy of the activities,to analyze the connection between each other and the connection between the personal security and baggage security check,find out the problems and reasons existing in the current process,clear link can be optimized and the optimization goal.Secondly,based on the theory of process reengineering and Six Sigma theory,the passenger security check process is optimized.Detailed deployment of several stages of the process optimization scheme,full consideration of the possible problems in each link,in-depth research and analysis for the design of the new passenger security check process,and establish a new set of personnel allocation standards.Finally,the effect of the optimized process is evaluated.Through the comparison before and after process optimization,the optimization analysis effect is obtained,and finally the goal of improving work efficiency,improving service level,reducing labor intensity,reducing cost and ensuring safety bottom line is realized.In this paper,the new mode of merging personal security check channel and checked baggage security check channel has changed the security check mode which has been used by civil aviation for decades,as well as the personnel allocation standard proposed accordingly,and changed the security check quota and personnel quota standard issued by the Public Security Bureau of Civil Aviation Administration in 2011,which is the innovation of this paper. |
