| Under the "dual carbon" goal,high wind power penetration will become an important feature of the future power system.Due to the volatility and inverse peak shaving characteristics of wind power,the problem of peak shaving in power systems with high wind power penetration is particularly prominent.How to measure and allocate the peak-shaving cost in the power system with high wind power penetration rate is a realistic problem faced by the future power supply and power flexibility planning in my country’s Three North Region.Therefore,quantitatively measuring the peak shaving cost of a high proportion of wind power grids is of great significance for establishing and improving the peak shaving market,the compensation and allocation mechanism of flexible resources,and improving the flexibility of the system.Based on the research and review of the existing wind power system peak-shaving cost estimation method and allocation mechanism,this paper proposes a system peak-shaving cost estimation method under high wind power penetration rate,and studies the system peak-shaving cost under different wind power penetration rates.The law of cost changes,discusses the peak shaving cost recovery and allocation mechanism that promotes wind power consumption and improves system flexibility.The specific research content is as follows:1.A comparatively systematic overview of the demand analysis methods,peaking cost estimation models and allocation methods of wind power grid-connected power system peaking resources;using mathematical statistics,in-depth analysis of the wind power output characteristics of an actual power system in my country,Especially the anti-peak shaving characteristics;and for the system,quantitative analysis of peak shaving requirements.2.Using a variety of quantitative analysis methods to measure actual power system peak shaving costs for different scenarios,revealing the changing laws of power grid peak shaving costs with different wind power penetration rates under the current system.First,based on the optimization model of power system unit commitment with abandonment penalty,combined with the current peak regulation rules in a certain region of my country,the peak regulation market is simulated,and the peak regulation cost of the system under different wind power penetration rates is calculated.Then,based on the "with or without comparison method" and the"equal power load method",a scenario without wind power impact is constructed,and the peak shaving cost caused by wind power access and the peak shaving cost caused by wind power volatility are calculated through comparison.At the same time,consider increasing system flexibility resources to ensure the real-time balance of the high wind power penetration rate system,so as to avoid large-scale wind abandonment.The peak shaving cost when the system wind power abandonment rate is less than 5%under different wind power penetration rates is calculated and the new Increase the deployment of flexible resources and fixed construction costs.Finally,through a simulation example of an actual power system in a certain area of my country,the peak-shaving cost under different wind power penetration is obtained,which reveals the changing law of the peak-shaving cost of the power grid with different wind power penetration rates under the current system,and proves the effectiveness and rationality of the method.,To provide a basis for proposing the peak shaving cost sharing mechanism and the development and construction of system flexibility resources.3.Study the methods and related policy mechanisms of typical foreign countries to promote the development of new energy and improve the flexibility of the system,analyze how each country establishes different ways to channel the system to balance costs;analyze the current adjustable resource compensation and allocation mechanism in my country main problem.Combined with the simulation results in Chapter 3,the improvement plan of the current peak shaving market sharing mechanism in the transitional phase of my country’s power system reform and the adjustable capacity guarantee mechanism to promote the development and utilization of adjustable resources are proposed,which will promote system flexibility for my country’s future high wind power penetration rate grids.Provide reference ideas for the construction of sexual resources and the cost of system peak shaving. |
