The comprehensive victory of the war against poverty marks a solid step forward by our Party in the road of uniting and leading the people to create a better life and achieve.At the same time,getting rid of poverty is not the end point,but the starting point of new era and new life.In order to realize the ideal of common prosperity for all people,we still need to solve the problem of unbalanced development in our country,and strive to reduce the gap between urban and rural regional development,so as to achieve the all-round development of people.As a strong support to win the fight against poverty,photovoltaic poverty alleviation projects have been widely concerned after the proposal.There are many successful examples of several photovoltaic poverty alleviation projects currently implemented.In the long run,photovoltaic poverty alleviation projects still plays a nonnegligible role on the remarkable stage of Rural Revitalization.In order to exert our utmost effort to make the foundation of poverty alleviation more stable and the effect more sustainable,it is undoubtedly significant to evaluate the benefit of government invested photovoltaic poverty alleviation projects.However,the research on the benefit evaluation of photovoltaic poverty alleviation projects from the perspective of sustainability has not yet formed a complete system.For the sake of consolidate and expand the key harvest of poverty alleviation,this paper takes the sustainable perspective as the starting point,and systematically studies the index system of photovoltaic poverty alleviation project and its benefit evaluation model,with the consequence of providing theoretical support for this work.Firstly,this paper reviews the relevant research at home and abroad,and summarizes the basic theoretical research of photovoltaic poverty alleviation.sustainable development and benefit evaluation.Considering that the PV poverty alleviation project has both the characteristics of poverty alleviation and cleanliness,this paper combines practical experience with theoretical research from the perspective of sustainable development.The paper puts forward the evaluation index system of government investment in photovoltaic poverty alleviation project from the perspective of economy.poverty alleviation.ecological environment and society,including 14 secondary indicators.Then,the expert opinions are collected by hesitant fuzzy language term set.the data of the indicators are described by cloud model,and the index weights are reckoned by BWM approach.The traditional fuzzy comprehensive evaluation method is improved applied and ameliorated to achieve the effectiveness of project benefit evaluation.Finally,the paper analyzes a case study,utilize the index system and model to the Fishing Llight complement project in Quyang,Jiangsu Province,which is structured in this study concerning benefit evaluation.The sensitivity analysis of the results is carried out.The results can verify that the evaluation system constructed in this paper has good operability and stability.This article exhibits innovation on the related theory and the method mainly from the following aspects.Firstly,the sustainable development concept is introduced into the field of photovoltaic poverty alleviation industry by government investment.It broads the research field of benefit evaluation of photovoltaic poverty alleviation projects based on the current environment where photovoltaic poverty alleviation project is required to boost rural revitalization.Secondly,a systematic index system is built on benefit evaluation of photovoltaic poverty alleviation project under sustainability,which provides a systematic and comprehensive theoretical precondition for the following evaluation process.Finally,the paper combines hesitant fuzzy language with cloud model to solve the fuzzy,uncertain and random characteristics of benefit evaluation more scientifically and effectively.In addition,this paper uses cloud model data to improve the fuzzy comprehensive evaluation method to ensure the integrity of data information in the scoring process.The theory system of benefit evaluation proposed not only considers the benefits achieved in order to achieve the project objectives,but also extends the perspective to the local social,the people and industrial development,and emphasize the endogenous sustainable development among poverty alleviation areas,which is conducive to strengthening the effects of poverty alleviation and implementing the new development concept.
