| In recent years,based on the current situation of China’s social and economic development and the needs of large construction enterprises’ own development,PPP has become one of the main modes of infrastructure project construction.With the widespread use of the PPP model,construction enterprises in China are faced with multiple PPP projects being promoted simultaneously and requiring investment decisions.With limited resources and capacity,how to make PPP project portfolio decisions,achieve the strategic objectives and promote the development is a problem to be solved by construction enterprises in China,and is also the focus of the thesis research.(1)This thesis clarifies the research significance of the thesis by analysing the current situation of the participation of construction enterprises in PPP projects in China.Based on the latest research results on PPP project investment decision and project portfolio at home and abroad,the concepts of PPP project portfolio and PPP project portfolio decision are defined and explained.(2)For the construction of the decision-making process framework of PPP project portfolio of construction enterprises,this thesis,based on the combing of the investment path of PPP projects of large construction enterprises,combines the five stages of the project portfolio management process,introduces the idea of introducing the management decision-making theory "management is decision-making",and constructs the basic process framework of PPP project portfolio decision-making of construction enterprises in China.The basic process framework of decision-making for PPP projects in construction enterprises in China is constructed to help construction enterprises grasp the decision-making process.(3)For the establishment of the PPP project portfolio decision-making index system,the thesis uses the literature analysis method to initially identify six first-level indicators,including PPP strategic fit indicators,PPP project portfolio own indicators,PPP project portfolio risk indicators,enterprise capacity indicators,government support indicators and external environment indicators,and further summarizes the corresponding second-level indicators,and then uses the expert interview method to optimize the initially identified Then,a relatively systematic and comprehensive PPP project portfolio decision-making indicator system was established by using the expert interview method to optimize the initially identified indicator system,which laid the foundation for the construction of the PPP project portfolio decision-making model.(4)In response to a decision model for PPP project portfolios,This thesis uses the portfolio assignment method and evidence theory to determine the comprehensive evaluation value of alternative project portfolio options,and based on this,constructs a PPP project portfolio decision model based on 0-1 integer linear programming,so as to decide on the most optimal project portfolio,which provides a theoretical basis for the investment decision of PPP project portfolios of construction enterprises in China.(5)In view of the operability of the decision-making model,the practicality and effectiveness of the PPP project portfolio decision-making index system and the PPP project portfolio decision-making model constructed in this paper are verified with practical cases,and suggestions are made for construction enterprises in China to carry out PPP project portfolio management activities. |
