Problems And Countermeasures Of Public Participation In Urban-rural Planning Of Yixian

With the rapid transformation of China’s planned economy to the socialist market economy,deepening reform and opening up,the process of urbanization in China is also accelerating.Urban and rural planning as the leader of Urban development and construction has very important attribute of public policy.Introducing public participation in democratic decision-making and democratic supervision in the field of urban and rural planning to ensure that urban and rural planning decisions lawful,rational and scientific has aready been the need for building the socialist democracy,the legal system and a harmonious society.Even though in the 1990s China’s public participation in urban and rural planning has already been practiced,there is still lack of research of public participation in urban and rural planning in most small and medium-sized cities,especially economically backward cities.Yixain as a typical representative of economically backward cities could provide the reference to similar studies.Through literature research,case study,questionnaire survey and other scientific research methods,this paper analyzes the problems and causes of public participation management in urban and rural planning,and proposes effective solutions under the existing theoretical and institutional framework.Firstly,this paper summarizes the latest research results of public participation in urban and rural planning at domestic and abroad,and makes a brief analysis and comment on the existing research theories and conclusions.Secondly,it clarifies the relevant concepts of public participation in urban and rural planning,and analyzes the necessity and feasibility of public participation through the application of public participation theory,service-oriented government theory and relevant legal basis.Thirdly,it expounds the basic situation of yixian county,the general situation of urban and rural planning and public participation,and analyzes the problems and causes of public participation in the urban and rural planning of yixian county.At the same time,it concludes that the public participation in urban and rural planning lacks the legal guarantee,the management strength of urban and rural planning department is small while the resistance is big,the government’s information disclosure and publicity of urban and rural planning is insufficient are the main reasons for the existing problems include the lack of public knowledge about urban and rural planning and the weak willingness to participateFinally,combining with the specific situation of yixian county in jinzhou city,this paper puts forward the measures that are the improvement of the relevant system of public participation in urban and rural planning,strengthening public participation in urban and rural planning system and mechanism construction,improving the formal channels of public participation,creating an environment for public participation in urban and rural planning and improving the enthusiasm of public participation should be taken to solve the key problems of public participation in urban and rural planning in yixian county,This paper focuses on the establishment of public participation in urban and rural planning feedback mechanism and the cultivation and development of public participation in the interests of organizations on behalf of two aspects of innovation.This study researches and explores effective management measures suitable for public participation in urban and rural planning in yixian county.It is hoped that the process of public participation in urban and rural planning in yixian can be effectively promoted.
