Research On The Audit Of Foreign Loan Assistance Projects In China

Since the beginning of the reform and opening up,our government has cooperated with international financial organizations and foreign governments in accepting loans and grants from abroad.With the continuous development of China’s social economy,the scale of foreign loan assistance funds is also continuously expanding,which to a large extent makes up for the gap of China’s economic construction and social development funds,speeds up the construction of China’s urban infrastructure,and also introduces foreign advanced technologies and management concepts to a certain extent.At present,China’s foreign loan assistance projects involve many industries,most of which are large construction projects related to people’s livelihood.Because of this,foreign loan assistance projects have gradually become the focus of the whole society.The audit supervision of the financial revenues and expenditures and the implementation of foreign loan assistance projects by China’s national audit institutions has played an important role in standardizing the construction and management of foreign loan assistance projects,maintaining the international image and promoting the active utilization of foreign capital.In order to ensure the construction of foreign loan assistance projects in a legal and orderly way and to achieve their expected goals,it is very necessary to study the audit of foreign loan assistance projects.This paper is based on a nationwide on foreign loan assistance audit under the background of the project,first of all,starting from the literature,the basic theory and concept of this paper introduces the domestic and foreign scholars on the research status of foreign loan assistance project audit,this paper expounds the information asymmetry theory and the theory of public entrusted economic responsibility and foreign loan assistance projects and foreign loan assistance project audit key concepts,for foreign loan assistance project audit analysis provides a theoretical basis.Secondly,it analyzes the audit status of foreign loan assistance projects in China,and finds that there are prominent problems in audit methods,audit results announcement and audit rectification.Therefore,this paper chooses to study the audit of foreign loan assistance projects from these three perspectives.At the same time,this paper selects the case of Sanqingshan Airport project audit,and combines the case with the situation at the local level and the situation at the national level.It is supplemented by the idea of the World Bank loan project audit to enrich the content of the paper.Finally,this paper analyzes the problems to be improved in the audit work of foreign loan assistance projects,which are also the micro reflection of the current situation.In view of these problems,some suggestions are put forward from three aspects: improving audit methods,standardizing the announcement of audit results and paying attention to audit rectification,hoping to play a role in the development of foreign loan assistance project audit in the future.
