Research On Cost Consulting Service Evaluation Of Government Invested Projects

In recent years,Chinese infrastructure investment has increased year by year.As the main body of investment in state-owned assets,government departments will face huge property losses and have a serious political impact once the investment is out of control.In practical projects,there are many participating units in government investment projects,with unclear responsibilities and rights,lack of coordination and balance,and lack of perfect system and method for investment monitoring and management,which leads to the problem of investment out of control.The cost of setting up a cost management department for engineering projects and employing professional cost engineers for a long time is too high.Therefore,we can choose the cost consulting service of purchasing specialty to assist the government to complete many cost control tasks.In order to select service units more accurately,this dissertation studies and establishes a evaluation system for the cost consulting service of government investment projects.This dissertation first analyzes the problems of cost management of government investment projects and the development of cost consulting enterprises at present.It is found that cost consulting units have professional cost management knowledge and ability to assist government units in project investment management,but the service ability of different enterprises is uneven.It hope to establish a service evaluation system for cost consulting enterprises serving government investment projects Department.Then,it decomposes the service system of cost consulting enterprises,which is mainly divided into three dimensions of enterprise strength,service process and service achievements,so as to lay a foundation for the establishment of evaluation system of cost consulting service.Finally,combined with the research of service system,literature research and questionnaire,the factors that evaluate the quality of cost consulting service are screened out.Through the fuzzy comprehensive evaluation method based on AHP,the weight value of influencing factors is determined,and the evaluation system of cost consultation work is established.Through the research of this dissertation,an evaluation system is established to evaluate the service process and effect of cost consulting enterprises in specific projects.The evaluation results are taken as an important reference for government units to select cost consulting service units of similar construction projects,and provide direction for government units to determine the supervision focus of cost consulting enterprises in the service process.
