Since the implementation of the reforms,SGCC has integrated the business management system,strengthened the management of core resources,and realized the intensive and professional management of power supply enterprises.Human resources are at the bottom of the means of production,the basic production factors for the survival of enterprises,and the starting factors for all operations.Human resources can reflect the comprehensive strength and competitiveness of enterprises.Especially for the subordinate construction enterprises of the city company,the company has a relatively short time to set up,without a complete human resource planning scheme.Exploring a reasonable and practical human resource planning is a major issue,which is of great significance to all enterprises of the same type.For different types of enterprises,only by using the most appropriate method can they accurately analyze and guide their work.For the human resource planning of construction enterprises of power supply companies,it is necessary to closely focus on the engineering business of power construction.The company’s goal is to complete the investment of power grid companies in the region better and faster every year,and these investment data can be easily obtained from the investment planning of local power grid.This paper takes the human resources of electric power construction enterprise of J city power supply company as the research object,analyzes the current situation and main problems of the human resources planning of the enterprise through literature research,theoretical deduction,company research and research methods of combination of qualitative and quantitative,and based on the project quantity that the company is mainly responsible for,develops the human resources planning scheme that conforms to the actual situation of the enterprise.The purpose of this paper is to establish a scientific balance system of supply and demand of human resources through the construction of human resources planning system of power construction enterprises in J city power supply company.It can provide reference for other parts of human resource management,and provide basis for its organizational structure improvement and talent team construction.This paper is divided into six parts.The first chapter describes the background and significance of the topic,analyzes the research status at home and abroad,and summarizes the relevant theories and methods of human resource planning.The second part analyzes the current situation and problems of human resources in power construction enterprises ofJ city power supply company.The general situation of the development,the current situation of human resources,the existing problems and the analysis of the causes of the collective enterprises of the local and municipal companies.The third part combs the existing problems of human resource planning in J enterprise and analyzes the reasons.The fourth part describes the principle and process of human resource planning in J enterprise,and analyzes the environment with SWOT model.Based on the investment workload of power grid and the basic data of front-line construction personnel,this paper uses the conversion ratio method,Markov model and other methods to predict and analyze the supply and demand of human resources,and uses the rotation to improve the internal supply to plan the supply and demand balance plan for the future supply of personnel.The fifth part studies the guarantee measures of human resource planning from the aspects of organization,personnel recruitment,education and training,professional and technical staff career management,performance management and salary incentive.The sixth part summarizes the thesis.The characteristic of this paper: 1)found a key difference between power supply company construction enterprises and ordinary enterprises,ordinary construction enterprises.Based on the business volume,this paper studies the supply and demand of the quantity of human resource planning comprehensively,and breaks the professional barrier of the front-line construction department,exploring to increase the turnover rate of job rotation to carry out the secondary discussion of the internal supply of human resources and implementing the scheme design of supply and demand balance.2)The guarantee measures of human resources are also included in the subcontract human resources part.As a construction enterprise,it must exist,which will not be involved by general enterprises.
