| The management equipment and technology level of waterway lock operation and scheduling in China are uneven.In February 2019,the Ministry of Transport of China promulgated the "Administrative Measures for the Operation of Navigable Buildings",which requires lock operators to organize and implement the ship scheduling regulations,to promote high-quality navigation services.To further understand the impact of ship scheduling regulations on the traffic performance of waterway lock,formulate scientific and suitable ship scheduling regulations,essentially provide scientific basis for the operation and management of locks,and the necessary basic support for the intelligent ship schedule.In this paper,the Jiangsu transportation waterway locks are selected as the research object.On the basis of a large amount of literature reading and practical investigation,the ship scheduling status and traffic performance of Jiangsu waterway locks are summarized and analyzed,and the basic principles that ship scheduling should follow are clarified.Drawing on the experience of the locks’ operation and scheduling in the Jiangsu northern section of the Beijing-Hangzhou Canal,the ship scheduling regulations based on the balance of fairness and efficiency are proposed.This paper adopts the self-developed lock traffic model.The suitability of control parameters and ship scheduling regulations is analyzed by simulation based on the lock traffic performance.The recommended values of control parameters and the discriminant values of scheduling regulations selection are also given.The main work and conclusions are as follows:Combine the ship crossing process of Jiangsu Transportation Lock into five steps:declaration,payment,queuing,dispatching,and crossing.Put forward the concepts of "queuing queue","crossing queue",and "editing queue" to distinguish ship scheduling status.Based on the principles of safety first,fair disclosure,and classified management,taking into account the principle of efficiency,drafted the basic ship scheduling regulations based on fairness and the optimization based on fair priority and efficiency.Control parameters such as the ship number of deploying chamber,the ship number of optimizing gears,the threshold of lock chamber utilization and the threshold of chamber waiting time are set.The lock traffic simulation model is used to calculate and verify the traffic performance of Huai’an lock.The results show that the proposed scheduling regulations can effectively improve about 9.5 percent of the lock chamber utilizations,and reduce about 46.6 percent of the time delay of the ships.The ship number of deploying chamber is 5,the ship number of optimizing gears is 20,the threshold of lock room utilization is [0.200,0.600],the threshold of chamber waiting time is [15min,45min].The optimizing scheduling regulations can significantly improve the overall traffic performance of locks with high arrival rate,but the effect on locks with low arrival rate is not significant.Under the current ship traffic characteristics,the judgment arrival rate of the selection of three-line locks’ scheduling regulation is recommended to be 1 fleet/h and 6.6 single ships/h. |
