Studies On Regulation Reform Problems Of Chinese Aviation Industry

At present,the regulation reform of China’s civil aviation industry can play a positive role in the development of China’s civil aviation industry.Through the introduction of market competition,the purpose of promoting a virtuous circle within the industry can be achieved.In the case of competition,airlines will choose different pricing and service direction to attract passengers,and passengers can also obtain certain choice space.Although China’s civil aviation industry has experienced regulatory reform for a period of time,there are still many problems in the reform,"how to carry out regulatory reform" and other problems have not been really solved,and there are still some problems.China’s civil aviation industry is still in the state of insufficient deregulation,On the one hand,it can promote the development and change of civil aviation industry,on the other hand,it can provide a certain model and precedent for the regulatory reform of other industries,and promote the implementation of government regulatory reform in various industries.Therefore,it is necessary and feasible to conduct in-depth research on the regulatory reform of civil aviation industry.Based on the theory of government regulation reform of civil aviation industry,this paper analyzes the experience of foreign civil aviation industry regulation reform,sorts out the experience,and constantly enriches the reform data and information of China’s civil aviation industry regulation reform.First of all,the paper analyzes the problems and causes in the regulation reform of China’s civil aviation industry.There are some problems in the regulation reform of China’s civil aviation industry,such as the vague functions of regulatory agencies,the ncomplete reform of civil aviation industry regulation monopoly,the "separation of government and enterprise" in civil aviation industry,and the insufficient legislation of civil aviation enterprise property rights.In the analysis of the reasons,it mainly points out that the government regulation function is not clearly defined,the civil aviation industry government anti-monopoly regulation is missing,the supervision system is not perfect,and the legal system is not perfect.Secondly,it focuses on the regulatory policies of developed countries such as the United Kingdom,the United States and Japan.According to the previous research results,this paper puts forward some suggestions to solve the problem of government regulation in China’s civil aviation industry,clarifies the functions of government regulatory agencies in the civil aviation industry,and establishes a new government regulatory framework for China’s civil aviation industry.Measures should be taken to establish a new government regulatory framework and optimize the new government regulatory framework under the guiding principles of market filing system,supervision and management and market-oriented reform.
