As an important hub node of the integrated transportation system,the container port is not only the key to realizing the conversion between waterway transportation and land transportation,but also plays a role in driving the rapid development of regional economy.With the continuous improvement of China’s transportation infrastructure,the hinterland area radiated by the port has become wider and wider,and the economic interaction with the hinterland has become more frequent.The demand for freight in the hinterland continues to grow,and the port’s support for regional social and economic development is becoming more and more significant.At the same time,in order to create a green and efficient modern logistics system,the country clearly puts forward the strategic development goals of a powerful transportation country.However,the current unreasonable resource allocation of port leads to excessive port pressure and unreasonable structure of port collecting and distributing system,which has further affected the social and economic development of the port and hinterland.Under the background of unreasonable port resource allocation and national strategic development requirements,how to coordinate the relationship between the regional economy and the port is of great significance.Only a reasonable and efficient traffic resource allocation method and allocation quality can achieve the coordinated development of the port and the regional economy.Therefore,it is imperative to study the optimization of transportation resource allocation in container ports.The paper first introduces the connotation and characteristics of transportation resources from the perspective of research issues,explores the connotation,standards,and levels of allocation,and defines and expounds the container port system and transportation resource composition,then sorts out and summarizes the research results of container port transportation resource allocation,providing a Strong theoretical support for the research of container port transportation resource allocation.Secondly,introducing the topic of the paper based on exploring the concepts of transportation structure,classification and optimization levels that is to optimize the container port’s distribution structure from the meso level.Constructed a combined forecasting model based on IOWA operator by combining gray Markov pre-model and quadratic exponential smoothing model.Then,based on the analysis of the influencing factors of container port transportation resource allocation,the allocation objectives and principles are proposed.Afterwards,based on the container traffic volume of each transportation method,the maximum comprehensive utility of transport and the minimum carbon emission are selected as the objective functions to construct a multi-objective planning model for transportation resource allocation of container ports,and design solutions and inspection methods to verify the model.Finally,taking Guoyuan Port as an example,to verify the container port resource allocation model built by the paper.The optimal plan for transportation resource allocation of Guoyuan Port in 2025 is obtained,and the results show that the model is effective and feasible.The suggestions for the future development of Guoyuan Port are proposed based on the optimization results.
