Analysis On The Restrictive Factors Of Transformation And Upgrading Of Supervision Enterprises Under The Background Of Whole Process Engineering Consultation

Transferring and developing the whole process Engineering consultation is an important way for supervision enterprises to meet the needs of the consulting market and adapt to the development trend of the engineering consulting industry.Taking the factors restricting the transformation and upgrading of supervision enterprises as the main thread of the research,investigation method and statistical analysis were used to identify and determine critical restricting factors.This paper expects to apply the way of coalition of qualitative analysis and quantitative analysis to analyze the limiting factors of the transformation and upgrading of supervision enterprises,and to provide a theoretical basis for determining the transformation strategy.First,based on the theory of organizational environment analysis,this paper takes the supervision enterprise as the research object,and applies PESTEL model to analyze the external environment of the supervision enterprise.At the same time,the internal environment of the supervision enterprise is studied by combining the value chain model and the VRIO model.On this basis,this paper compares the similarities and differences between engineering supervision and whole process engineering consulting,and analyzes the necessity of transformation and upgrading from the perspective of supervision enterprises.The study found that supervision industry is currently in a relatively unstable and highly competitive engineering consulting environment in China,the resources and capabilities in the key value chain of supervision enterprises have not yet formed core competitiveness,and transferring and developing the whole process engineering consulting is an effective way for supervision enterprises to adjust their corporate positioning,meet market demand and improve competitiveness.Secondly,based on the analysis of internal environment of supervision enterprises,this paper uses literature research method and expert interview method to qualitatively analyze and extract 54 limiting factors of the transformation and upgrading of supervision enterprises.Taking 54 restrictive factors as the research object,this paper first designs a questionnaire,then applies principal component analysis to reduce the dimension of the restrictive factors,and extracts 10 mutually independent principal components.On this basis,this study adopts a multiple linear regression model to quantitatively study the primary and secondary relationships of the 10 principal components.Quantitative analysis shows that organization management,talents,business managers,consulting services and capital management are the key variables that affect the transformation and upgrading of supervision enterprises.Finally,with 4 whole process engineering consulting pilot enterprises as representatives,the practical experience of transformation and upgrading is analyzed and summarized.Practical experience shows that different supervision enterprises adopt different strategies and measures to cultivate whole process engineering consulting services,but the key route is to provide conditions for the development of whole process engineering consulting by improving consulting capabilities,talents,organizational structure,etc.Combining the conclusions of practical experience and quantitative analysis,this paper proposes that in order to adapt to the changes in the external market environment and complete the transformation and development of the entire process of engineering consulting,the supervision enterprise should optimize and improve the internal environment of the enterprise from five aspects:organization management,talent,enterprise manager,consulting service and fund management.Under the background of transformation and upgrading and innovative development of supervision enterprises,analyzing the influencing factors of transformation and upgrading not only provides a theoretical basis for studying the transformation and upgrading of supervision enterprises,but also provides references and lessons for enterprises to grasp the focus of work in the process of transformation and upgrading.
