The county-level electric power supply company is responsible for the production and living electricity in the county and urban areas,and serves the power supply customers within the jurisdiction.With the continuous advancement of new round of electric power system reform,it not only brings opportunities to the development of the county power supply companies,but also brings unprecedented competition challenges.Its monopoly position is also gradually threatened.It is urgent to improve its performance management.In power supply companies,the importance of middle managers is self-evident as the link between senior decision makers and ordinary business.However,for a long time,the performance management process of the middle managers of the county level power supply companies is not perfect,and most of the performance indicators are qualitative,and the quantitative assessment is less.In order to adapt to the new round of reform of electric power enterprise system,Yong Jing power supply company should take the initiative to improve the existing performance management mode and establish a complete set of performance management system.This paper selects the middle management personnel of Yong Jing Electric Power Supply Company as the research object.Through literature research,questionnaire survey and interview,the paper makes a comprehensive analysis of the problems existing in the performance management of the middle managers in the company and their causes.The Balanced Scorecard(BSC)is applied in the objective strategy decomposition.Combined with key performance indicator method,enterprise-level key performance indicators are constructed from financial dimension,internal operation dimension,customer dimension,learning and growth dimension,and then the key performance indicators of middle managers are decomposed.Optimized the relevant performance communication and feedback,performance improvement and other links,and deepened the application of performance results from the five aspects of salary distribution,post competition,talent evaluation,selection of advanced,training and development,can really play a role in mobilizing and motivating middle managers.Finally,it provides a strong guarantee support for the effective implementation of performance management from four aspects: organization,system,culture and supervision.In this paper,the representative of the grass-roots power supply enterprises Yong Jing Electric Power Supply Company is selected as the research object.In this paper,the performance management of middle manager is studied,and a relatively scientific and reasonable performance management system of middle manager is constructed,so that it can be better applied to the management practice of the company.Combine strategic objectives closely with performance management,constantly stimulate the potential of middle managers,and then realize the vision and strategic objectives of the company.
