| As the important material and political base of socialism with Chinese characteristics,state-owned enterprises(SOEs)are one of the important components of the “Social Governance Community”.However,both academic and practical circles tend to regard SOEs as market entities,basically ignoring their attributes and functions as governance entities.Therefore,focusing on the dynamic modes for SOEs’ participation in social governance,this study is designed to deal with the following questions through case analysis of four innovative examples of State Grid Zhejiang Electric Power Corporation: How do SOEs play their role as the main subject of social governance? What factors affect the choice of dynamic modes for SOEs’ participation in social governance?Considering the mixed attributes of SOEs,this study puts forward two criteria that affect SOEs’ participation in social governance,namely,the logic of administration emphasizing public interests and the logic of market emphasizing economic interests,which,in the process of social governance,show the characteristic that strong alternates with weak in a relative sense,breed four dynamic modes of “Driven by Administration”,“Driven by Interest”,“Driven by Dual factors” and “Driven by Value”.The empirical study on State Grid Zhejiang Electric Power Corporation shows that,under different social contexts,the participation of SOEs in social governance presents different dynamic modes:(1)In the context of “strong administration-weak marketability”,driven by administration,the dynamic mode of SOEs’ participation in social governance follows the chain of “government motion→administrative instructions→SOEs’ acceptance→full implementation”.(2)In the context of “weak administration-strong marketability”,driven by interest,the dynamic mode follows the chain of “SOE motion→lobbying the government→government support→full implementation”.(3)In the context of “strong administration-strong marketability”,driven by dual factors of administration and interest,the dynamic mode follows the chain of “government motion+SOE motion→mutual cooperation→full implementation”.(4)In the context of “weak administration-weak marketability”,driven by the endogenous value,the dynamic mode follows the chain of “SOE motion→lobbying the government→government’s acceptance→full implementation”.In fact,confronted with various social situations,SOEs can realize the transformation of dynamic modes by flexibly applying administrative mechanisms,market mechanisms,community mechanisms,or even the combination of them.Based on the above discussion,this study makes the following specific recommendations.On the one hand,the government should continue to improve the conceptual environment for SOEs to participate in social governance,enhance the cooperation mechanism between SOEs and local governments,and perfect the classification assessment of SOEs’ performance.On the other hand,SOEs should make unremitting efforts to enhance cultural and capacity advancement,and enrich their ways of participating in social governance. |
