Problems And Countermeasures Of Highway Maintenance Outsourcing Service In Xindu District Of Chengdu

The government public service outsourcing originated in the western developed countries from the late 1970 s to the early 1980 s.These countries outsource the public services that should be provided by the government to the enterprises or private sector and other non-governmental organizations through market competition.The purpose is to control the size of the government,reduce public expenditure,improve the efficiency of financial use,and improve the quality of public services.Before the 1980 s,due to the political system and economic reasons,the Chinese government regarded highway maintenance as a public goods which can only be provided to the public free of charge by the government.After the reform and opening up,with the introduction of outsourcing mode into China,Luohu District of Shenzhen city has become the first "crab" area,taking the lead in implementing government public service outsourcing,opening a precedent for China’s government public service reform.Government public service outsourcing is a development mode of indirectly providing public services by means of external purchase.In this development mode,the role of government is liberated from "producer" and "provider".During this period,part of public services are contracted to the corresponding market,organization or individual by introducing market mechanism.After the success of the pilot project,public service outsourcing has been quickly imitated and promoted by other local governments.In practice,this mode has achieved initial results in reducing service costs,improving service quality and promoting social development,but there are also a series of problems such as nonstandard selection procedures,weak service awareness of maintenance enterprises,incomplete supervision and assessment system,low public participation,uneven quality of personnel and so on.By using the methods of literature research,case analysis,comparative analysis,investigation and interview,the author takes "public service outsourcing","highway maintenance","road maintenance marketization" and "highway management" as the keywords,and uses CNKI to search for the causes,concept definition,basic principles,government responsibilities and highway maintenance outsourcing services of public service outsourcing Practice and other aspects of carding and summarizing,a comprehensive introduction of the domestic and foreign research status of public service outsourcing,carding the typical practice theory of highway maintenance outsourcing service at home and abroad.On this basis,this paper makes an in-depth analysis from four aspects: strengthening the quality development of highway maintenance enterprises,standardizing the operation procedures of service outsourcing,establishing the assessment,supervision and evaluation system,and deepening the reform of highway management system and mechanism,and puts forward corresponding countermeasures,hoping to play a key role in the sustainable development of highway industry in Xindu District,and provide reference for the healthy and orderly development of service outsourcing enterprises in the next step To provide a reference for the future development.
