Research On The Cost And Schedule Control Of Aba Autonomous Prefecture Rural Power Grid Project

Since 2016,The country puts forward a new round of rural power grid transformation and upgrading project plan,State Grid Corporation of china has increased its investment in rural power grid transformation and upgrading projects year by year.Because the rural power grid transformation and funds mainly come from the central budget.The management and control of funds for rural power grid transformation and upgrading projects is getting stricter and stricter,to make sure that the money is spent where it should be spent,State Grid Corporation of China has increasingly high requirements for investment precision.The State Grid Corporation of China also has strict requirements on the schedule of rural power grid transformation and upgrading projects.Rural power grid transformation and upgrading projects of 10 k V and below are generally scheduled in March each year,according to the plan document,the project had to be completed by the end of December,in principle,does not allow construction across the years,In case of special factors caused by the project schedule lag,must perform application and approval procedures.In this paper,the background of the topic,research purpose,research ideas and research methods are briefly introduced,and the research methods of project cost and schedule control at home and abroad are also described.This paper compares some methods related to the control of project cost and schedule,and introduces in detail the characteristics and deficiencies of technical methods including earned value method and Gantt chart.This paper summarizes and analyzes the current situation and existing problems of the project management of the transformation and upgrading of rural power grid in Aba prefecture.This paper expounds the technical route of project schedule control and project cost control respectively,and then discusses and analyzes the technical route of project schedule control and cost balance control.Finally selects by the method of earned value as the main technical methods of project cost and schedule balance control scheme,and taking the rural power grid renovation and upgrading project of a village in Aba prefecture in 2018 as an example,with the work breakdown structure and Gantt graph based,Illustrates the application of earned value method to the retrofit process of comprehensive control project schedule and cost.This article selects the "April 8,2018," "on April 19,2018," and "on April 28,2018," three time points as the check nodes.Apply earned value method in aba prefecture in 2018 on a village in rural power grid upgrading project,one is to check the project schedule and the planned value deviation;the other is to check the deviation between project cost and planned value,analysis of causes of deviation and proposes the corresponding corrective measures.Ensure that the project cost is not over budget,schedule is not over plan,and finally verify the effectiveness of earned value method.
