Study On The Improvement Of Government Supervision And Management Capability In Civil Aviation Operation Safety

Because of the explosive development in China’s civil aviation,the overall running conditions of the civil aviation industry have became more and more complicated and inconclusive.Aviation safety as the solid base and perpetual objective of civil aviation development,which is the primary orientation of present and future progress.By reason of the sustaining establishment of civil aviation enterprises,the ongoing increase of aircraft and the ever-increasing of civil business flight volume,the supervision pressure and problems of civil aviation safety are also constantly exposed.How to make sure the continuance development of civil aviation safety has always been the focus of the whole civil aviation industry.Furthermore,aviation safety belongs to public safety,and the civil aviation enterprises have no direct power to administer public safety.So the government regulation is particularly important in civil aviation safety management.Civil Aviation Administration of China,as a representative of civil aviation government sectors,which is the regulator of the civil aviation safety and needs to carry out the responsibilities of operation safety regulation for the overall civil aviation industry.As the first person responsible for civil aviation safety,the civil airlines covers the most complex range and situation of civil aviation operation,which is also the foundation of aviation safety.The research aims to improve the civil aviation’s operation safety.By researching civil aviation government regulation and management capability as the object of study,in order to enhance the efficiency of civil aviation government regulation and management,improve the civil aviation government regulation and management capability and establish relevant evaluation system to assess the capability of civil aviation government regulation and management accurately.In addition,through the research,suggestions will be put forward to improve the civil aviation regulation and management capacity.Based on the increasing requirements for the safety of civil aviation development,which will realize the goal of safe and sustainable development of civil aviation operation.The research is primarily made up of six parts.The first part aims to provides the research evidence for the subsequent civil aviation operation safety,presents the background,the train of thought and the origin of the research,and makes an end-to-end understanding of domestic and foreign civil aviation research.The second part introduces and explains the relative core concepts and theories of the research.The third part introduces the development history of civil aviation safety management and the appearance of the civil aviation government regulation and management system,and presents the composition,responsibilities and meaning of the civil aviation government regulation and management system.In order to exactly analyze the civil aviation regulation and management capability,the fourth part set up a framework of the civil aviation regulation and management capability assessment system,and the assessment system combines professionals,analytic hierarchy process and comprehensive scoring method.The fifth part applies the evaluation system to conduct the empirical study to verify the research object’s capability of the civil aviation government regulation and management,and analyzes the problems found from the empirical study.The sixth part sums up the suggestions on improving the civil aviation government regulation and management capability in order to make sure civil aviation safety.First,for the sake of improving the efficiency and capability of the civil aviation government regulation and management,it is better to establish the civil aviation government regulation and management capacity assessment system after getting full understand of the system of civil aviation government regulation and management and its responsibilities and meaning.The assessment system will from four aspects:supervisory function,supervision process,supervisory resources and supervisory performance.Then,to make sure the result of the subsequent empirical research more exact,the research need assessment index to continue the study.During the empirical research,we choose the civil aviation government in A area as the object of the research to evaluate its government regulation and management capability and analyze the problems found during the research.At last,the paper sums up the research on the civil aviation government regulation and management capability assessment and proposes the relative suggestions and measures to strengthen the government regulation and management capability of civil aviation.
