Study On The Problems And Countermeasures Of Emergency Management For Hydrological Flood Control In Shaanxi

Flood disaster is one of the most serious natural disasters in our country.As an important part of emergency management,flood control is facing increasingly grim situation.However,the current emergency management system and mechanism of the hydrological department are still inadequate.Therefore,it is very important to try to innovate the hydrological emergency management mode and improve the level for the self-construction of the hydrological department.At the same time,it has a significant impact on social and economic development and the safety ofpeople’s lives and property.This paper explains the basic theories of collaborative governance.It analyses and summarizes the current situation of emergency management of flood control in Shaanxi Province by means of analysis and interview method.As hydrological departments in the rainstorm disaster emergency disposal an example,it analyses status and problems of hydrological emergency management from institutional Settings,plan management,department of linkage,early warning and response,emergency safeguard and so on.So,we can know that hydrological emergency management responsibilities is not clear and contingency plans have defects.In addition,departmental linkage poor co-ordination,monitoring and early warning ability insufficiency,the basic staffs are short of experience and so on.As for these problems,we want to put to use measures of enhancing the capacity of hydrological emergency management,which are combined with practice,including strengthening the construction of hydrological emergency organization,strengthen the establishment of hydrological emergency and management ability and improve the linkage of hydrological emergency management synergy mechanism,improve the ability of disaster emergency management early warning,emergency safeguard mechanism to establish complete.In order to improve hydrological departments emergency management capability,we should provide advice to solve it.And the drological departments can reduce flood damage to the economic losses of the masses and ensure the safety of people’s life and a better service.This paper has certain theoretical and practical significance.In terms of theoretical significance,the final research results of this paper supplement and enrich the theory of flood control.In terms of practical significance,this paper summarizes the existing problems and causes of hydrological emergency management,and puts forward targeted measures and suggestions,which has reference value for the development of hydrological industry and the improvement of emergency management capability.
