China’s economy has entered a new normal state,from the pursuit of speed to the pursuit of high-quality development.Many traditional industries are oversupplied.Although the supply side reform has been carried out,the competition among enterprises is still fierce.In order to gain an advantage in the fierce market competition,in addition to financial and material,it is human.Among them,human resource has become the first factor in the development of enterprises,and the most important one in human resource is talent.With the cooling down of the real estate industry in the construction engineering market,the national purchase restriction policy makes the growth of the construction engineering market weak,the growth of the market capacity weak,and the competition between construction companies is increasingly fierce.They have changed from the price competition in the past to the quality competition.The state has also issued relevant policies to regulate the management of construction enterprises,highlight the role of project managers in construction engineering companies,and give project managers decision-making power in the bidding,construction management and quality of construction projects.Now the project manager should be responsible for handling all the work of the nature of affairs.Specifically,the project manager responsibility system should be established.The construction project manager is the first responsible person from the writing of the tender to the completion and acceptance of the project,including the specific construction progress,the selection and procurement of materials,the safety of on-site construction personnel and equipment,cost control,etc.Therefore,whether the project manager’s work enthusiasm is mobilized or not will directly affect the operating results of the construction enterprise and the long-term development of the construction enterprise.How to motivate the enthusiasm of the construction project manager becomes the key.This paper takes Jiangxi Jialin construction engineering company as the research scope,takes the project manager as the research object,on the basis of expounding the current situation of the company’s project manager’s performance appraisal,obtains the first-hand information by issuing questionnaires and in-depth interviews with experts,uses Excel to carry out statistical analysis of the questionnaire,finds out the problems existing in the process of the company’s performance appraisal,and then uses the Balanced Scorecard to reform the performance appraisal system In the performance appraisal index system of the project manager of the company,the analytic hierarchy process and expert evaluation method are used to determine the index and weight,forming a set of more scientific performance appraisal index system,and the measures are put forward for the problems existing in the appraisal system.
