As of 2016,data from the National Bureau of Statistics shows that "the net enrollment rate of primary school-age children in China has reached 99.9 percent,and the enrollment rate of primary school-entering children has reached 98.2 percent"."Difficulty in going to school" has no longer become a problem in primary education.However,with the increasing number of school-age pupils,the per capita size index of many schools cannot meet the national standard requirements,and there are significant problems in large class size,super-large class size and huge schools.At the same time,the layout of the school and the division of the school district is not reasonable,the problem that students are difficult to enter nearby is also very prominent.Therefore,in the increasingly urgent trend of parents’ desire to pursue high-quality education,how to efficiently use and reasonably distribute primary schools is the focus that urban planners should pay attention to.Based on the planning problems existing in the development of primary education in Xi’an Hi-tech Industries Development Zone,this study quantifies the service level of primary schools through performance,and puts forward the planning and layout methods at primary school level and regional level for the purpose of improving service performance.Firstly,the background of education development in China and the relevant research at home and abroad are sorted out,and the corresponding technical framework and route are formulated.Secondly,it deeply analyzes the planning problems of primary schools in Xi’an Hi-tech Industries Development Zone,that is,the indicators can not meet the requirements of national standards,and the current layout of primary schools is not reasonable.Thirdly,the research area is divided into 10 areas based on the service scope of primary schools stipulated by the state.In view of the above two problems,the service performance of primary schools is studied from the perspectives of ideal and reality.In the ideal aspect,the mathematical model of the number of pupils and the primary scale indicators is established,namely "residential areas--embrace comparable land area" model and "residential areas--embrace buildings construction area" model,in its current performance is equal to the present situation of the elementary school scale index and per capita expectations on the primary target of per capita size ratio as the calculating formula,based on the mathematical model of primary service performance results are obtained.That is,in terms of comparable land area per student,there are 16 primary schools with the current performance reaching 100%,and 7 primary schools with the current performance not reaching 100%.In terms of the building area per student,there are 10 primary schools with the current performance reaching 100%,and13 primary schools with the current performance not reaching 100%.In terms of reality,the questionnaire of "parents’ and primary school students’ satisfaction with primary school" was issued,field visits were conducted,and content related to primary school services was selected.The results of primary school service performance based on field research are obtained by adopting the formula that the current performance is equal to the ratio of the satisfaction of the current per capita size index of primary schools and the satisfaction of the expected per capita size index.That is,if the service level of primary schools with current performance greater than 70% is regarded as reasonable,there are 9 primary schools with current performance of land area per student and current performance of school building area per student greater than 70%.Finally,based on the improvement of service performance,the planning and layout of primary schools are discussed from the two levels of schools and regions: Firstly,from the school level,adjust and optimize the campus land for ten primary schools by using "campus mining" and "school and society sharing" two ways,the schools are Gaoxin No.10 Primary School,Bodi School,Xinzhuang Primary School,Gaoxin No.1 Primary School,Gaoxin No.7 Primary School,Ganjiazhai Primary School,Xinghua Primary School,Gaoxin No.4 Primary School,Gaoxin No.5 Primary School,Zhangbagou Primary School.Secondly,from the regional level,the possibility of "expanding" and "building" primary schools is fully considered.Finally,relying on the GIS platform,the site selection of new primary schools is carried out,and the specific locations of 3 new primary schools in Zone 1,2 new primary schools in Zone 3 and 1 new primary school in Zone 5 are obtained.It is hoped that this study can provide some reference for the planning and layout of primary schools in other urban areas similar to Xi’an Hi-tech Industries Development Zone.
