The reliability evaluation and supervision of electricity distribution networks is to make a comprehensive evaluation of regional distribution network reliability and conduct corresponding supervision and control,and improve distribution network reliability level and efficiency.At present,the relevant research in China is still in a relatively primary stage.The reliability evaluation mainly uses the evaluation method based on the results index,which is difficult to analyze the reasons for the decrease in the reliability level,and does not take into account the economic problems of input and output.The reliability supervision mainly adopts the minimum standard model,which can only guarantee the reliability of power supply to a certain level,but it is difficult to achieve the optimal regulation.Therefore,based on the characteristics of domestic distribution network,combined with evaluation and supervision theory,this paper has carried out a more in-depth study on the reliability evaluation and supervision methods of domestic distribution network.In view of the shortcomings of the current reliability evaluation method guided by the results index,through the research of reliability evaluation theory,domestic and foreign statistical data and on-site practical,this paper models based on the AHP,and puts forward reliability ability evaluation model based on four core process indicators,such as fault power failure prevention ability,fault power failure processing capacity,planned power failure prevention ability,planned power failure processing ability,and applies multi-expert empowerment method to calculate the weight to improve the credibility.On the basis of the reliability evaluation model and in view of the shortcomings of the lack of reliability efficiency evaluation,this paper put forward a relative efficiency-oriented reliability evaluation model based on the efficiency analysis theory,using the DEA and according to the characteristics of the distribution network to determine input and output indicators and analysis models,to achieve the forefront of the power supply company reliability efficiency.On the basis of the evaluation of power supply reliability and aiming at the simple and rough reliability supervision in domestic environment,through studying the differences of power market at home and abroad and reliability supervision theory,combining with the domestic management model,drawing on the best RPS design ideas,this paper put forward the model of imitation optimal RPS based on the best advantages of social benefits and performance appraisal,and the model of imitation optimal RPS based on the overall cost of society and performance appraisal taking into account the difficulty of obtaining raw data,based on performance appraisal,with the best overall social benefits as the goal.The two models simulate the optimal RPS model by different methods,and realize the effective reliability supervision,which provides a new way of thinking for the reliability supervision in the domestic power industry.The above models are verified and applied in detail by using the actual data of Zhejiang Province,and the weak points and corresponding countermeasures of the actual field reliability are analyzed.Compared with the existing model,the above models can evaluate the reliability,efficiency and weak points of power supply more specifically,and carry out effective supervision and incentive,which have good practical guidance and application value.
