With the continuous development of society and the intensification of market competition,the traditional comprehensive budget management,which only adjust the budget for the financial status of the enterprise and ignore the budget for non-financial indicators,can no longer meet the needs of the long-term development strategy of modern enterprises.This requires enterprises to make improvements to the traditional comprehensive budget management in order to adapt to the changing market environment and the long-term development strategic objectives of enterprises.Based on this,Kaplan and Norton,two scholars,proposed the concept of balanced scorecard,which retains the financial indicators to measure past performance on the one hand,and takes into account the non-financial key performance indicators on the other,providing a new direction for the improvement of comprehensive budget management.At present,more and more companies have introduced the balanced scorecard into the comprehensive budget management and used it in their practice,which makes the business objectives and strategic goals of the company harmonize with each other and the management system more perfect.This paper uses literature review method,questionnaire method,and case study method to do an in-depth study on the comprehensive budget management of YS Company based on balanced scorecard.Firstly,by reading the literature,we have a preliminary understanding of the relevant theories of comprehensive budget management and balanced scorecard,and summarize them to present.Then,the existing comprehensive budget organization structure,budgeting method,content and preparation process of YS Company were studied to find out the shortcomings.Based on the deficiencies,the feasibility of introducing the balanced scorecard into YS’s comprehensive budget management was analyzed.The strategic goals of YS were analyzed by SWOT analysis,and the strategic goals were divided into four dimensions of critical success factors using the balanced scorecard and a strategy map was drawn.Then,we constructed,evaluated and gave feedback on the preparation method of YS’s balanced scorecard-based comprehensive budget management,the preparation content represented by the sales department,and proposed safeguards for the smooth implementation of the constructed comprehensive budget management system.Balanced Scorecard-based Comprehensive Budget Management of YS Corporation is an important tool to guide the company to accomplish its strategic goals.It makes YS’s comprehensive budget management more strategic value,and also improves the company’s core competitiveness and risk tolerance.By studying the balanced scorecard-based comprehensive budget management of YS Company,we hope to make YS Company’s comprehensive budget system better and contribute to the development of the company,as well as to provide reference for other companies of the same type to optimize their own comprehensive budget management.
