With the process of urbanization and switch of modern industry,factories have successively moved away from plant area branded with industrial culture,resulting in the emergence of inefficient industrial plant areas.With its strong originality and high extra value,the cultural and creative industry has an integration with inefficient industrial plant areas with rich inside deposits,own style and open production space,and give new vitality to it.However,there are complicated risks in the process of reuse of inefficient industrial plant area.Improper risk response will easily lead to the stranding of the project or the poor operation of the Cultural and Creative Park.Therefore,it is urgent to dissect the risk of reuse of industrial plant areas into cultural and creative parks,and propose response measures after risk assessment,so as to offer park owners and investors decisions reference.The thesis combed the theoretical context of the article by using urban renewal theory,industrial cluster theory and so on.The thesis dissected the state of reuse of inefficient industrial plant areas as Cultural and Creative Park from three categories,and found issues existing in the reuse process.The risks in the decision-making stage,design stage,construction stage and operation stage of the reuse process were identified by work risk decomposition method,and the risks were determined by combining the case research.A list of risks was constructed by classifying the causes of the risk.The adjacency matrix was transformed into the reachable matrix by using the interpretive structure model,and a multistage and clear ISM risk structure diagram was built to assess the major and minor effect and mutual effect of risks.The theoretical model of SEM structural equation risk assessment was constructed,and the initial results of risk assessment were calculated by AMOS software combined with the collected case data.Based on the risk relationship in ISM risk structure diagram,the SEM risk assessment model is obtained by adjusting the structure.The path coefficient was normalized,and the end outcomes of risk assessment was get.By the end outcomes,the thesis propose response measures from four aspects.The thesis combined the state of reuse of inefficient industrial plant areas as cultural and creative park,found issues existing in the reuse process,and dissect the risks of reuse process,and propose response measures after risk assessment.The risk research on the reuse process has promoted the development of reuse of inefficient industrial plant area as cultural and creative parks to a certain extent.
