| The transportation volume of dangerous goods in China is increasing year by year,and accidents occur frequently in the transportation process.Since the hub-spoke network can effectively reduce the cost of transportation enterprises,it has become the preferred choice for long-distance transportation of some transportation enterprises.According to this transportation trend,this paper studies the water-land transportation network of dangerous goods based on the hub-spoke network.Other studies have shown that the location planning of transit points has a positive impact on network utility,and the regulation method of toll can guide enterprises to choose ports with low risk,making up for the shortcomings of less solution set and sometimes unable to achieve the minimum network risk of the ban strategy.Therefore,this paper,from the perspective of the government,aims to minimize the risk,and constructs the location and toll pricing model of the transit point of the water-land intermodal transportation of dangerous goods,so as to realize the issuance of the transshipment qualification of different types of dangerous goods in ports,the regulation of the transshipment capacity and the formulation of the toll pricing strategy.The main research contents are:(1)Construction of port risk assessment model.Using the analytic hierarchy process and expert method,the risk assessment model of port operation is constructed,and the risk capacity model of port is constructed according to the ALARP criterion stipulated by the national regulatory authorities.(2)Construction of port base location model based on forbidden strategy.Based on bi-level programming and hub-spoke network,the location model of transshipment point of dangerous goods is constructed.(3)Construction of location model combined with toll pricing strategy.The location toll pricing model is mainly established by combining the two toll pricing strategies,namely,the fixed charging strategy based on the cost of charging extra fees for some ports,and the flexible toll pricing strategy based on risk and ALARP criterion.Finally,the model is analyzed by using the dangerous goods transportation demand and road network in the Pearl River Delta.Conclusion:(1)Personnel operating factors have a high weight among the risk factors,and personnel training in ports should be strengthened.(2)The three location strategies have a reducing effect on the total network risk and government management cost.However,the advantages are different,flexible toll pricing has the best effect on the regulation of risk,fixed toll pricing strategy can effectively increase the final port solution,enterprises can choose more space,and the prohibition strategy has the lowest requirement for government management ability.(3)Compared with the two charging methods,the advantage of flexible toll pricing is the risk control effect,and the advantage of fixed toll pricing strategy is that the charging method is simple and easy to implement,and the acceptance of enterprises is higher.(4)The number of ports is not negatively correlated with the total network risk,and the government should choose the location strategy and the number of open ports according to the management ability and management cost.(5)Under the three location strategies,the potential risks of some ports are large,and the ports with high flow should be focused on. |
