By the end of 2020,the total length of China’s highways had reached 5,198,100 kilometers,including 370,700 kilometers of national highways and 382,700 kilometers of provincial highways.Compared with expressways,ordinary national and provincial trunk highways have the characteristics of public welfare,so the contradiction between their huge maintenance needs and the shortage of maintenance funds is more prominent.How to make scientific and reasonable maintenance planning decisions,optimize the allocation of limited maintenance funds,and improve the service level and management level of road network has become the key issues concerned and considered by local road maintenance management departments,which is also the purpose and significance of the study.On the basis of pavement maintenance management system at home and abroad,the paper establishes a complete set of network level pavement maintenance decision and optimization method and framework,including maintenance section division model,road performance evaluation model,road performance prediction model,maintenance demand analysis model,maintenance priority ordering model,maintenance decision optimization model.Firstly,the maintenance section division model is to determine the basic decision unit by clustering according to the basic attributes and then dividing according to the whole pile number.Secondly,by introducing penalty mechanism,the weight of road performance sub-item evaluation index is optimized based on the punitive variable weight function,and then the road performance evaluation model is established to accurately evaluate the road condition level.Thirdly,the combined prediction model of GM(1,1)+BP neural network is established to predict the road performance,and the predicted value of road performance in the planning period was obtained.Fourthly,the maintenance decision tree model is established with PCI,RQI and traffic volume levels as nodes to determine the maintenance needs of the road network in the planning period,and the maintenance priority ranking model is established with the gray matter element method,so as to calculate the maintenance priority coefficient of the sections to be maintained.Finally,based on the 0-1 knapsack problem,the optimization allocation model of funds is established with the maximization of pavement performance comprehensive index PQI as the objective function.At the same time,the maintenance decision optimization of the road network is completed based on the minimum maintenance standard demand and the maximization maintenance demand of performance improvement,and the maintenance plan within the planning period is obtained.Based on the project "Research on Decision Model of Pavement Maintenance Management System of the National and Provincial Roadways in a City",this paper verifies the feasibility and rationality of the established maintenance decision-making and optimization method and framework by using the long-term accumulated practical data of National and Provincial Roadways in the City,and then realizes the maximum benefit of the utilization of limited maintenance funds.The research results of this paper not only can provide the underlying model and technical support for the establishment of the pavement maintenance management system of the City in the future,but also have certain reference significance and reference value for the establishment of a systematic pavement maintenance management system and the development of a scientific and sustainable management model.
