Research On Protection And Renewal Of Non-protection Historic Blocks In Daowai District Of Harbin

There have been many theoretical studies and planning practices for historical and cultural blocks in the old city that have legal protection benefits,but the conditions are not enough to be divided into historical and cultural blocks,but they also have certain historical value and can show the traditional style of a specific historical period.Like historical blocks,there are few studies on its protection and renewal.As an important part of the city,the protection and renewal of non-protected historical blocks should aim at improving the comprehensive value of the block,especially the historical and cultural value.However,because such blocks have not been included in the existing historical protection system,and the unscientific renewal model has led to poor overall quality of the blocks,how to protect and renew such blocks in accordance with the times and the development of the city requires the government,Planners,citizens,etc.give more attention.Through the dismantling of the concept of non-protected historical blocks and the study of similar conceptual blocks,this paper has determined the definition of non-protected historical blocks,combined with the status quo of non-protected historical blocks in Harbin,and determined the scope of this paper;Analyze and summarize the basic situation of protected historical blocks,the physical and non-material constituent elements of the block,and the current characteristics of the protection and renewal system.It is found that there is a large gap in environmental quality in the block,the decline of traditional styles,and weak historical and cultural functions.Low-end benefits are low;social network relations are weak,and traditional culture is declining;the protection and renewal systems are backward and unsound four major problems.In response to these problems,the goal of preservation and renewal is proposed to improve the physical environment quality of the block,continue the traditional style and spatial texture of the block,and reshape the characteristic cultural atmosphere of the block,and follow the principles of continuation of historical context,revival of traditional culture,and reshaping of the vitality of the block.Establish a protection and renewal system for Harbin Daowai non-protected historic districts.The system includes three major categories: material constituent elements,non-material constituent elements,and protection and renewal system mechanisms.The material constituent elements are subdivided into macro-level patterns and styles,meso-level streets and open spaces,Micro-level block buildings and courtyard spaces;divide non-material components into functional business,lifestyle,characteristic culture,and folk art;divide the protection and renewal system into protection planning and implementation,protection and renewal measures,and protection work guarantee mechanism,A total of 11 medium categories,and further subdivide 11 medium categories into 29 sub-categories.Based on this,it is proposed to update the material components of the block with the reappearance of the style and features,specifically to comprehensively improve the block infrastructure,differentiate and transform the block buildings,systematically create an opening space system,sort out the courtyard space and the street space,and continue the characteristic pattern and style of the block;Cultural revival-oriented development of the intangible components of the block,specifically highlighting the block function of residence + culture,integrating traditional + modern lifestyles,developing a variety of characteristic cultures in the block,and inheriting the intangible cultural heritage of the block;optimized by sustainable development The block system and mechanism are specifically proposed to improve the block protection planning basis,adjust the block protection and development model,and increase the protection and renewal strategy of the block public participation enthusiasm.In this way,the organic renewal of the non-protected historical blocks outside the Daowai of Harbin will be realized,and the healthy and sustainable development of the block in many aspects such as society,economy and culture will be achieved.
