Research On The Interest Coordination Mechanism In The Protection And Management Of Taizhou Changtan Reservoir

As the most important water source around the city,the reservoir is directly related to the harmony and stability of peoples life and production.With the acceleration of social development,the reservoir plays an increasingly important role in the ecological environment and the survival of residents.However,the management mechanism related to the reservoir has been at a relatively backward level,unable to adapt to the changing needs of social development and public expectations,which also affects the sustainable operation of the reservoir and the drinking water security of residents in the surrounding areas.From the perspective of public administration,the management of reservoir relates to a great number of interest-groups and social-levels,which has a far-reaching impact.The interest disputes are complex and diverse,and all kinds of interests need to be effectively considered and balanced,which means we need to establish a scientific and effective interest coordination mechanism to consider and balance various interests.Taizhou Changtan Reservoir,located in Huangyan District,while is the most important source of water to the Taizhou city,provide the domestic and industrial water consumption of more than half of the population(Jiaojiang,Huangyan,Luqiao,Linhai and Wenling,five districts in total),as well as the functions of farmland irrigation,flood control and risk elimination.In recent years,in order to further protect the domestic water and improve the safety of drinking water quality,Taizhou Municipal government has continuously increased the environmental protection requirements and supervision to the Changtan Reservoir.However,the strict environmental protection standards and low ecological subsidies have affected the lives of the surrounding villagers,hindered the local economic development,and the management departments governance-confusion has also been criticized,aggravating the imbalance and resource contradiction between regions.In particular,a more scientific and effective balance of interests is needed to balance the interests of all parties and achieve long-term stable development.A holistic and systematic study on the interest relationship of reservoirs can also provide reference for the management of local characteristics.This paper defines the concept connotation and theoretical issues related to the reservoir interest coordination mechanism,analyzes the content of the interest covered by the reservoir as the object,the connotation and role of the interest coordination mechanism,and analyzes each parts of the reservoir interest coordination mechanism such as interest subject,coordination structure,operation evaluation,etc.so as to provide a reference for the Public Product theory and Stakeholder Theory.This paper analyzes the achievements and problems of reservoir protection and management,and reflects the failure of interest coordination mechanism,such as the economic interest disputes of reservoir,the unequal rights and obligations between water supply areas and water use areas,and the backward coordination mechanism between regional governments.The main reasons lie in the cognitive differences between different stakeholders,the imbalance caused by the interest game between different stakeholders,the backward-level interest coordination system and mechanism restricting the coordination efficiency,etc.Based on the theoretical basis and the analysis results of empirical research,aiming at the problems existing in the interest coordination of Taizhou Changtan reservoir,this paper puts forward the principles of interest coordination,and puts forward the optimization suggestions in the aspects of interest coordination within the government,increasing the system guarantee,and improving the comprehensive evaluation mechanism of interest coordination.
