Research On The Value Composition And Evaluation Index Of Historic Buildings Based On The Practice Of Appraisal And Evaluation In Ten Pilot Cities

Historic buildings are a type of legal heritage protection under the protection system of historic and cultural cities,and they are also one of the material carriers for human cultural heritage and civilization continuation.In December 2017,the Ministry of Housing and Urban-Rural Development announced the first batch of pilot cities for the protection and utilization of historic buildings,and the identification and protection of historic buildings has also embarked on a new journey.This research uses literature comparison and expert interviews,qualitative analysis and quantitative analysis,theoretical research and empirical research,and other research methods.Starting from the value characteristics of historic buildings,combining the functional characteristics of the Ministry of Housing and Urban-Rural Development and the integrated conservation conception of the protection system of famous historic and culture cities.Research on the value composition and value evaluation indicators of historic buildings,taking the difference in value protection between historic buildings and cultural relics architectural heritage as clues.Specifically from the following aspects: First of all,this research focuses on the protection and identification of historic buildings in 10 pilot cities.Focusing on the census identification and protection practices of historic buildings,combined with the pilot protection of historic buildings,reviewing the history of Historic buildings protection for about 12 years since the establishment of the historic buildings concept in 2008.Secondly,this research starts from the concept of historic buildings itself,comparatively analyzes the relationship between historic buildings and architectural heritage,historic buildings and cultural relic architectural heritage.Based on this,combined existing research and the feedback of historic buildings protection practices,summarize the general and exclusive characteristics of historic buildings as architectural heritage.Later,based on the research on the identification conditions and evaluation indicators of historic buildings in each pilot city,this research establishes keywords database at different levels.The first-level keywords database contains keywords of historic buildings value types,and the second-level keywords database contains keywords that influence the value of historic buildings.In this article,the third chapter establishes keywords database based on the identification conditions without further research,only a rough selection.The fourth chapter is based on the comprehensive reference to the identification condition keywords database and the pilot city’s historic buildings evaluation index research.After further screening,a keywords database for the first and second evaluation indicators was established and used as the source for the construction of the indicator framework in Chapter 5.The fifth chapter establishes the historic buildings value evaluation index framework and index weights based on the keywords database of the primary and secondary evaluation indicators,combined with expert interviews,pilot city surveys and two rounds of questionnaire surveys and conducts local practice tests.In addition,this study summarizes the value evaluation and protection practices of historic buildings in the pilot cities,continues the local exploration of the value evaluation of historic buildings,and applies the elastic characteristics of historic buildings identification conditions to the value evaluation of historic buildings.The “local characteristic value” weighting scheme is added to the historic buildings value evaluation index framework,which comprehensively considers the impact of the historical buildings’ comprehensive value score and the individual characteristic value score on the value evaluation.
