Ordinary arterial highways promote inter-regional economic exchanges and become bridges for residents and enterprises along the route to communicate with each other.However,with the increase in traffic volume year by year,the road surface,bridges and culverts are seriously damaged after long-term use,and they can no longer withstand the pressure caused by the surge in traffic volume.It has become a constraint to economic and social development.In order to further improve the highway transportation capacity and improve the layout of the regional network,it is necessary to renovate and expand the aging roads into expressways.The field survey requirements for expressway reconstruction and expansion projects are stricter than ordinary highway projects.For example,the disease investigation on the original road surface,bridges and culverts is more detailed.If the investigation is not comprehensive,unsafe factors will be buried.In addition,during the whole life cycle of the project,There are hidden and unpredictable risk factors at different levels of the project.Once the risks existing in the project are turned into reality,it will affect the progress of the project,resulting in delays in progress,and partial or even complete shutdown of the project in severe cases.Therefore,in order to meet the high quality and safety requirements of expressway reconstruction and expansion projects,managers need to pay attention to the important role of risk management in the project,formulate risk management implementation steps suitable for the project,and ensure the smooth implementation of the project while taking into account the cost.This paper takes the reconstruction and expansion project of JA Expressway as an example to carry out research.First,summarize the research results of project risk management at home and abroad,discuss the relevant theories of project risk management,and lay the theoretical foundation of this research.The second is the risk identification link of the JA Expressway reconstruction and expansion project.It introduces the basic situation of the project from the old road conditions and the scale of the project,formulates a risk survey table through the literature method,and finds out the main risks from the risk survey table through the Delphi method.The WBS-RBS decomposition method was used to comprehensively verify the risk factors,and 5 major first-level risk factors and 19 major second-level risk factors were identified.Thirdly,carry out risk evaluation on the identified main risk factors.In order to make the evaluation results reasonable and effective,the combined weighting method based on the analytic hierarchy process and the entropy method is used to calculate the index weight,and the fuzzy comprehensive evaluation method is used to determine the project risk level.According to the comprehensive evaluation result 3.0764 and the project risk evaluation standard,the project is between the medium risk level and the higher risk level,and it is extremely biased towards medium risk.Finally,calculate the risk level value of the secondary indicators,find out the key risk factors,and formulate risk response strategies for 10 key risk factors.This paper is committed to providing a path to deal with risks for the reconstruction and expansion project of JA Expressway under construction,enhancing the risk resistance of the project,and assisting the development of the project.At the same time,it is hoped that the established risk management system can be used as a reference for expressway construction projects or other similar projects.
