The 14 th Five-Year Plan points out that building a strong transportation country is a major strategic task for national development.As an indispensable part of the transportation network,the construction of highway projects is an essential part of maintaining regional development and economic operation.In recent years,the rapid development of the transportation industry has diversified its roles in politics,economy,society,and people’s livelihood.As one of the important transportation facilities,highways also have higher requirements for construction.How to scientifically and rationally carry out highway route selection has become a key issue in the preliminary work of highway projects,which plays a crucial role in the early stage of highway project construction.Coastal areas are economically developed,rich in natural resources,good investment environment and development space,and favorable to infrastructure construction.The soft soil sections in coastal areas are widely distributed and their geological peculiarities make the factors influencing the selection of highway route corridor zones different from those of non-coastal area projects,and directly related to the comprehensive benefits of the project.Carrying out research on the preferential selection of coastal area highway routes is conducive to improving the decision-making level of route schemes for such projects,improving the existing unscientific decision-making methods,and also helping to improve quality,increase efficiency and reduce risks to complete the construction of highway projects.This paper takes coastal area highway project A as the research object,outlines the route selection strategies and principles based on the relevant research results of domestic and foreign scholars,and summarizes the special characteristics of coastal area highway selection by combining the existing engineering cases and the special geological situation of coastal area,expands the route selection strategies and principles applicable to coastal area highway projects,and summarizes the influencing factors of coastal highway selection for the later paper It also summarizes the factors influencing the selection of coastal highway,and provides theoretical support for the establishment of route selection index system and fuzzy evaluation model.This paper introduces the hierarchical analysis method(AHP)to construct the evaluation index system for coastal highway route selection,conducts expert research in the form of questionnaires,screens,supplements and revises the evaluation indexes,and finally establishes a route plan selection index system consisting of five primary indexes of economic indexes,technical indexes,environmental impact,social effect and potential risk and 24 secondary indexes.The Delphi method is applied to construct the judgment matrix,complete the importance weight assignment and ranking of indicators at all levels,and then the fuzzy comprehensive evaluation(FCA)model performs fuzzy operations on the index affiliation matrix and index weight vector at all levels to obtain the final results of fuzzy comprehensive evaluation.After evaluation by a team of senior experts in the industry,multiple route options for coastal highway project A are realized,and the applicability of the evaluation model is verified by combining with actual engineering projects.
