As one of the main pillars of the national economy,electric power enterprises have a vital impact on all aspects of China’s national economy.Since the founding of new China,especially in recent years,the electric power industry has experienced rapid leapfrog development,and gradually formed a relatively complete electric power laying structure,management organization structure,professional personnel structure and capital structure,and the strategic layout of electric power has been formed.With the continuous increase of the scale of enterprises in the electric power industry,the content and complexity of its management business is geometrically increasing,and the management chain of the electric power industry is rapidly lengthening.Due to the long-term market monopoly position,the marketization degree and modern project management level of electric power enterprises have been suppressed to varying degrees,and the short board and defect of management have been temporarily covered up because of the rapid growth of their business.Plant management as a part of electric power project management work,in the daily management work process,enterprises not only need to do daily maintenance for the plant operation maintenance,at the same time,need to get to the accident after the repair process,and the management work of the final effect is the best embodiment of the project management level.But because of the unique national conditions,the electric power enterprise longterm situation there are some disadvantages for repair project management enterprise overall degree of marketization and the management level of enterprises have been limited,leading to the enterprise emergency management can not adapt to the present market and social demand,so must the project management application in the repair engineering project management were studied.In this context,on the basis of combing the relevant domestic and foreign literature of project management and rush repair engineering management,this paper briefly analyzes the basic theory of project management,and discusses the applicability of project management theory in the optimization of power project management.Based on the HND photovoltaic power station as the specific research object,based on the theory of project management project research results,combined with the feature of HND photovoltaic power station after cyclone repair project,from HND photovoltaic power station to repair project management present situation investigation,discovered the plant in the problems in management of extensive repair project,and problem oriented analysis deep cause of the problem.Using knowledge system guide as the basic theoretical structure,relying on the additional professional process management system,relying on the collection of specific needs of project stakeholders,with the help of this method to define the specific scope of the project,then build professional work decomposition structure,to provide important support for project management;Design the supporting project schedule and reasonably control the schedule based on the horizontal chart comparison scheme;Reasonably control project quality and ensure the safety of the project system by relying on education and training,building a perfect post responsibility system,building a supporting quality management mechanism,and building a more perfect technical support scheme.Rely on the development of scientific resource planning,promote the related cost estimation and budget work,the use of net method to achieve strict control of project expenditure;Rely on posts,training and performance management and other ways to better deal with the standardization of the whole management system,design scientific material procurement plan,strengthen the promotion of contracts,management and on-site management and other measures to deal with procurement related problems,relying on the way to promote cost management.Based on this approach,the management level of HND power station can be improved,excellent core competitiveness can be established,and the power station can better adapt to market changes and achieve more ideal sustainable development.This paper deeply analyzes and discusses the power rush repair problem,there are universal existence.Based on the analysis of HND power station project management,this paper has important reference value for other power stations.
